Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11--6 <br /> <br /> The project may also result in significant internal visual impacts, including impacts on views <br /> from existing Bair island Road area residential uses and on shoreline user views. <br /> <br /> r Terry Bottomley, AICP, consulting urban designer, will be retained to apply their strengths in <br /> visual impact analysis and urban design to assist Wagstaff and Associates and the City in <br /> r addressing these factors. Terry Bottomley, AICP, is an urban designer with over 20 years of <br /> r experience and currently under contract to the City to formulate design concepts for the Bair <br /> r Island Road area. Mr. Bottomley will apply his extensive experience in the fields of design <br /> r review, community planning, and urban design in considering the Marina Shores Village <br /> r Project design. <br /> <br /> The visual evaluation will be assisted and augmented by photomontage visual simulations <br /> prepared by Environmental Vision of the project's appearance from up to four (4) vantage <br /> points. <br /> <br />r 1. Settinq. The EIR urban designer will describe the existing visual character of the site <br /> and surrounding area with narrative, graphics, and photographs. The visual significance of <br /> the site, including the extent of its visibility from surrounding vantage points, will be described, <br /> with particular emphasis on views from the adjacent US 101 freeway. The description will <br /> include the visibility of various portions of the project site, views through the site (including <br /> views of the marina), and other visual features, characteristics and opportunities that should <br /> r be considered valuable to the area. The EIR urban designer will also interview any City staff <br /> r or other individuals known to have special knowledge of the visual and urban design issues <br /> pertinent to the project site. <br /> <br /> Redwood City General Plan policies, design guidelines, and Municipal Code provisions <br /> pertinent to consideration of project visual impacts will also be identified and summarized. <br /> <br />r 2. Impacts. The EIR urban designer will meet with the Marina Shores Village applicant and <br />r architect to discus and understand the proposed project design concept, associated view <br /> corridor protection objectives, and other pertinent design aspects. The anticipated effects of <br /> the proposed development design concepts, including proposed building designs and locations <br /> and associated view corridors, landscape plans, internal circulation layout, exterior lighting <br /> features, entranceway treatments, etc., on the visual character of the area and on important <br /> affected vantage points, will then be independently evaluated and described. <br /> <br /> Computer-Assisted Photo-Montage Simulations. The visual analysis work scope will <br /> include preparation by Environmental Vision of "before and after" photomontage simulations of <br /> the project, from up to four (4) selected vantage points, including the following: <br /> <br /> · northbound and/or southbound on US 101; <br /> <br /> · eastbound on Bair Island Road; and <br /> <br /> · one or more hill neighborhood vantage points to the west. <br /> <br /> WP51t6221MISC~OO13-2.
