Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11--7 <br /> <br />r The viewpoints to be simulated would be selected in consultation with the EIR urban designer <br /> and confirmed with City staff. <br /> <br /> To prepare the visual simulations, Environmental Vision will complete the following tasks: <br /> <br />r · Site Photography. After preliminary consultation with Wagstaff and Associates and the <br />r EIR urban designer, Environmental Vision will conduct a site visit and complete a photo <br />r inventory of the project area. The site will be photographed from the vantage points <br /> specified by the EIR team and City staff. The photograph locations will be documented <br /> using photo log and'basemap annotation. <br /> · Visual Simulation. Using advanced computer modeling and rendering techniques in <br /> combination with digitized photographs, computer-generated visual simulations will be <br /> produced to portray representative "before" and "after" visual conditions at the project site <br /> from the selected vantage points. The simulations will provide photo-realistic images to <br /> document the location, scale, and appearance of the proposed project elements. <br /> Proposed landscaping would be shown at a five-year maturity level. <br /> <br /> A set of simulation images will be submitted in 8.5-by-11 - inch color format (one "before" <br /> and one "after" image per viewpoint). Both digital and hardcopy data format will be <br /> utilized. One review/revision cycle is included in the work scope. <br /> <br /> The visual simulations will be produced based on project information provided in hard <br /> copy and electronically to Environmental Vision. Required information will include <br /> proposed site plans; architectural plans, sections, and elevation drawings; existing site <br /> topography and proposed grading; a landscape plan; and an aerial photograph of the <br /> project site. To the extent possible, this information will be requested in electronic <br /> (digital) form. <br /> <br /> Light, Glare, and Shadow Impacts. The potential light and glare impacts of the project will <br /> also be evaluated, with particular attention to impacts on adjacent uses and roadways. <br /> <br /> Consistency with Redwood City General Plan, Design Guidelines, and Municipal Code <br /> Requirements. Project consistency with applicable City visual and urban design policies, <br /> guidelines and regulations will be evaluated. <br /> <br /> 3. Mitiqation. If and as warranted, project design modifications and/or refinements will be <br /> recommended to reduce any identified adverse visual impacts. Mitigation measures could <br /> include, but would not be limited to, the following: <br /> <br /> · Specific limitations on the character of development in specific areas (e.g., restrictions on <br /> setbacks, heights, articulation, coverage); <br /> <br /> · Site plan modifications to alter the internal relationship of various plan components; <br /> <br /> WP51i622tMISCtOO13-2.
