Wagstaff and Associates Contract Exhibit "A" <br /> City of Redwood City Bair Island Road Development EIR <br /> October 25, 2001 Page 11--9 <br /> <br /> jobs/employed resident ratio trends and concerns will be summarized, again relying on current <br /> available official data. <br /> <br /> 2. Impacts. A description of anticipated project effects on the population, housing, and <br /> employment conditions outlined above will be prepared. Project direct and indirect (multiplier <br /> effect) employment generation effects will be estimated. Relative impacts on projected City <br /> employment totals, and on local demands for housing, will then be described. The potential <br /> relationships between project housing and nearby (Seaport Plaza, Island Park, etc.) <br /> employment locations will be discussed and conservative ("worst case") assumptions will be <br /> made for traffic impact analysis purposes. Anticipated project effects on the City's <br /> jobs/housing and/or jobs/employed resident ratio trends will also be summarized. <br /> <br /> 3. Mitiqation. Measures warranted to mitigate any identified significant adverse population, <br /> housing or employment impacts and to ensure strong local relationships between Bair Island <br /> Road/Seaport Plaza area housing and jobs will be recommended as warranted by the impact <br /> findings. <br /> <br /> D. Transportation and Circulation (Fehr & Peers Associates, Inc.) <br /> <br />r The provision of adequate and safe access to and from the Marina Shores Village project site <br /> is an important and challenging concern. The area is currently served by one vehicular <br /> access route, Bair Island Road, via East Bayshore Road connections to the Whipple Avenue <br /> and Woodside Expressway interchanges with US 101. A proposed extension of Biomquist <br /> Street will improve access to the area; the new roadway would extend BIomquist Street north <br /> over Redwood Creek, linking up with the existing East Bayshore Road, and providing an <br /> alternate route to the project site. The Blomquist extension has been partially funded. The <br /> need for full funding and construction of the Blomquist extension, and project impacts on its <br /> potential intersections with East Bayshore Road, Bair Island Road, Maple Street, and Seaport <br /> r Boulevard, will be evaluated as part of the Fehr & Peers traffic study. The following key <br /> r intersections will be analyzed: <br /> <br />r (1) NB US 101 ramps at Whipple Avenue <br />r (2) Whipple Avenue and Veterans Boulevard <br />r (3) Whipple Avenue and Industrial Way <br />r (4) Whipple Avenue and El Camino Real <br />r (5) Woodside Road and Veterans Boulevard/US 101 southbound on-ramp <br />r (6) Woodside Road and Broadway <br />r (7) Woodside Road and Bay Road <br />r (8) Woodside Road and El Camino Real <br />r (9) Bayfront Expressway and Haven Avenue <br />r (10) Marsh Road and US 101 southbound off-ramp <br /> <br /> WP51 ~622~M ISCi0013-2.
