Mitigated Development Program (design alternative incorporating all land use, visual/ <br />r urban design, transportation/circulation/parking, biological resources and hydrologic mitigations <br />r identified under Tasks III. A through IILK (specific impact analysis) and Task IV (Relationship <br />r to Adopted Plans and Policies) <br /> <br />r D. Reduced Development Program--Reconfigured (reduced number of residential units-- <br />r perhaps 1,000--and modifications to building array with reduced building heights) <br /> <br />r E. Revised Land Use Mix (less residential/more office-commercial) <br /> <br />r F. Revised Circulation Layout <br /> <br />r (1) Qualitative Analysis of Four Alternatives. For four of the six alternatives, a qualitative, <br />r summary evaluation of the comparative impacts and mitigating characteristics of each will be <br />r provided, along with a graphic prepared by the EIR urban designer illustrating each alternative <br />r as appropriate. For example, trip generation estimates will be prepared for each of these four <br />r alternatives, and will be used to qualitatively discuss their traffic impact implications in <br />r comparison relative to the proposed projects. No detailed LOS analysis will be completed for <br />r these four alternatives. <br /> <br />r For two of the six alternatives a more detailed comparison will be provided, including <br />r comparative traffic (LOS) impacts for selected .key facilities (see Task III.D.6 herein), and <br />r comparative visual simulations (see Task III.C.4 herein). <br /> <br />r (2) More Detailed Analysis of Two Alternatives. Two of the six altematives, probably C and <br />r D, will be described and analyzed in more detail, in anticipation of possible adoption as the <br />r preferred project. The more detailed description and impact evaluations will be designed to <br />r provide adequate CEQA documentation in the event that one of these two alternatives is <br />r ultimately selected by the applicant and/or City. As indicated in this proposal under Tasks <br />r III.B.6 (page 11-8), III.D.6 (page 11-14), III.E.3 (page 11-16), and III.F.4 (page 11-19), Wagstaff and <br />r Associates and the EIR urban design, visual simulation consultant, traffic consultant, biological <br />r resources consultant, hydrologist and biological resources consultant will prepare more <br />r detailed impact and mitigation comparisons for these two more detailed alternatives, and will <br />r identify any specific changes in impact and/or mitigation findings and/or any additional impacts <br />r or mitigations. <br /> <br />r (3/ Identification of Environmentally Superior Alternative. As required under section <br /> 15126.6(e)(1) of the CEQA Guidelines, Wagstaff and Associates will identify the <br /> environmentally superior alternative or alternatives other than the "no project" alternative.
