The issuance of the permit would be detrimental to the public health and welfare in that it would encourage without appropriate limitation the congregation of persons and other vehicles; 2. Obstruction of traffic could occur, particularly given the narrowness of the City's rights-of-way; 3. No area is designated as to the location of this particular vending vehicle; and 4. Appropriate limitations have not been either proposed by the applicant or accepted by the Council. The motion carried by voice vote: 6 ayes, 1 no. MINUTE ORDER NO. 87 -50 CONSENSUS: Mayor Claire noted it was the consensus of Council that the staff report back to Council on suggested changes to the ordinance relating to street vendors. Carol Banqert, 3015 East Bayshore, #131, representing the Harbor Village Homeowners Association, noted that a letter in the Almanac said that the upgrading of Blomquist Avenue has been delayed and asked how this would affect the installation of the traffic signal at Seaport Boulevard and Blomquist.
