Item No. 1 (continued) <br />John Morey, 109 Seaport, said that he has done his own landscaping and <br />maintains it for about $200 per month and suggested the proposed District <br />budget is out of line with regard to prospective costs. Although Mr. Morey <br />did not file a written protest, he stated he opposes the District. <br />Bond Counsel Assaf stated for the record that only property owners may <br />protest and that any assessment would go to the property owner of record, <br />although the owner may have his own arrangements with a tenant for actual <br />paym ent . <br />Hans Eggli, 1727 Cordilleras Road, (Parcel 7) referred to his protest letter <br />dated May 20, 1987. <br />Manny Schaffer, Land Manager, Granite Rock, suggested going out to bid on the <br />landscaping mai ntenance in an attempt to reduce costs as much as possible. <br />City Manager Smith explained that it is known that the estimate is high and <br />that assessments would represent only actual costs, stating that the decision <br />may well be to go to bid for the work. <br />Mayor Claire invited anyone else present who wished to speak to do so. No <br />one else wished to speak. <br />M/S : Greenal ch /S tangel to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9:12 p.m. <br />In response to question as to why certain properties which were 1 of t out of <br />the landscape construction district are proposed to be included i n the <br />maintenance district, Mr. Smith said that there was no rationale related to <br />benefits which prompted the exclusion, but that it was a negotiated item, and <br />Seaport Centre was willing to make up the cost difference at the time. <br />(Council recessed from 9:30 to 9:45 p.m.) <br />M/S : Stangel /Greenal ch to eliminate all of Section B. of Exhibit A of the <br />City Manager's Report of June 23, 1987 relating to the proposed Seaport <br />Boulevard Landscape Maintenance District and direct staff to revise the <br />documents as reflected in the motion and return t hem to Council on July 27, <br />1987. <br />( Section B. of EXHIBIT A is as follows: <br />B.
