In response to question, City Attorney Schricker said that with regard to an assessment district, the Council can override a majority protest by a 4/5 vote. Assistant City Engineer Schroedl commented on the need for a policy decision and on the differences between Agenda Items 6. and 7. on the Agenda which relate to water main extensions in Emerald Hills. He stated that when there is sufficient volume and pressure available, the household may hookup to the water system by paying the appropriate charges, and, if not, the household may install a 6" water line to the nearest adequate main at their own expense.
