Emerald Lake Hills Water System <br />Reports: Community Development Director 9/14/87 <br />Wilsey & Ham - Emerald Lake Hills Water System Analysis, <br />Phase I 4/87 (includes Appendix - Financing Plan, Bartle Wells <br />Associates) <br />Community Development Director Pawloski presented the subject report, <br />suggesting Council may wish to hear the presentations at this time and make a <br />decision later at the October 12, 1987 meeting. <br />In response to question, City Attorney Schricker said that with regard to an <br />assessment district, the Council can override a majority protest by a 4/5 <br />vote. <br />Assistant City Engineer Schroedl commented on the need for a policy decision <br />and on the differences between Agenda Items 6. and 7. on the Agenda which <br />relate to water main extensions in Emerald Hills.
