Item No. 5 (continued) <br />Mr. Schroedl referred to an area map and noted that with regard to Item 6., <br />Mr. Yanez will pay the same amount necessary to cover his own needs, and the <br />City is participating to the extent that the line will be constructed <br />according to future water system needs of the City with the City's portion to <br />be reimbursed by households making future hookups. Mr. Yanez' original <br />proposal would have served his needs, but the "loop" being built benefits the <br />City, and the cost to Mr. Yanez is the same. Mr. Schroedl said that no <br />benefit to other ratepayers would be derived from their participation in the <br />line to be constructed on Hamilton Way by and for the households there, <br />noting that it has been policy for those developing property to provide water <br />lines and other improvements for their own properties. <br />Ron Calhoun, Wilsey & Ham, presented the subject report. Mr. Calhoun said <br />that it would take about four months to complete Phase II and that less than <br />25% of the water district is within Redwood City limits. <br />Ed Wells, Bartle Wells Associates, presented an overview of the financing for <br />an $11 million water line and storage tank replacement program. (See <br />Appendix -Tab 5, of Wilsey & Ham report). <br />In response to question, Mr. Wells said that provisions exist for those who <br />have paid for installation of their own water lines to be given credit in an <br />assessment district. <br />In response to requests, City Manager Smith said that more information on <br />the option of selling the system, on the costs of operating it and on the <br />benefits of running it will be made available to Council before the October <br />12, 1987 meeting. MEMO 9/22/87 <br />CONSENSUS: Mayor Claire determined it to be the consensus of Council to <br />schedule consideration of the Emerald Lake Hills Water System for the City <br />Council meeting of October 12, 1987 and also that he consult with other <br />Council members to determine whether or not a study session of the subject <br />will be held before October 12. Water Main Extension Agreement - Occidental Way to <br />Glenmere Way (Luis Yanez) <br />Report: Community Development Director 9/16/87 <br />In response to questions, City Engineer Schroedl said that concept approval <br />was given by Council in November 1985; that the cost to Luis Yanez is the <br />same for his original proposal as for the one proposed; that the advantage to <br />the other ratepayers of the City is that a needed "loop" in the water <br />facilities will be constructed at the same time as the lines which will serve <br />Mr. Yanez' property; and that the City's costs will be recaptured at the time <br />hookups are made. <br />Title read.
