Item No. 5 (continued) <br />Philip Gelb, 391 Grunion Court, Foster City, owner of Great Western <br />Furniture next door to the subject building, objected to the proposed use and <br />denied having received notice. He acknowledged that someone from the City <br />had left a business card, offered to provide information and later delivered <br />a brochure describing the program. <br />Fritz Gelb, 1748 Broadway, office of the Pax Corporation, located in the <br />Great Western Furniture building,, suggested the proposed use of the subject <br />building would adversely affect business in the area and said he had not <br />received written notice of the hearing. <br />Steve Spaldinq, 1756 Broadway, said he anticipates difficulty in finding <br />similar housing at the same price, if forced to move. <br />Leonard Bialer, representative of owners of the subject property and a <br />specialist in apartment real estate, reported turnover of tenants in the <br />building as follows: 1985 - 55 %; 1984 - 35 %; 1983 - 33 %; and expected <br />1986 - 45 %. Mr. Bialer said that only four tenants have lived in the <br />building for more than four years, suggesting that relocation of tenants <br />would not involve moving long time residents. <br />Gila Snow Rowe, 671 Barbour Drive, Chairman of the Planning Commission, <br />speaking for herself, objected to the property acquisition saying she <br />questions the use of public funds for what might more appropriately be a <br />private philanthropy. <br />It was pointed out that the City's contribution to the project would be in <br />federal funds whose use is regulated by the U.S. Department of Housing and <br />Urban Affairs. <br />In response to question, Carol Severin (see above) said that children of <br />those being assisted by the program are required to attend school, and the <br />expectation is that they would already be Redwood City students. <br />In response to request for statement regarding notice, Housing Coordinator <br />Church reported that notice was mailed to property owners within a 300' <br />square radius of the subject property and that the copy of the list of <br />address labels used shows one addressed to The Pax Company at the correct <br />address. Mr. Church said that the mailed notice was in addition to published <br />general notice in The Redwood City Almanac and personal calls on merchants in <br />the area. <br />Jim Hartnett, 1193 Hudson, member of the Housing and Human Concerns <br />Committee, speaking for himself, urged approval of the proposed acquisition, <br />stating it is a desirable use of public funds along with private funds to <br />offer opportunity to homeless persons. <br />Danny Lu, 1756 Broadway, objected to the relocation of tenants of his <br />building. <br />MINUTE BOOK NO. 46 <br />Page NO. 282 <br />Reg.
