Item No. 1 (continued) <br />conditionally granting the Use Permit applied for will not, under the <br />circumstances of this particular case, be detrimental to the health, safety, <br />peace, morals, comfort and general welfare of persons residing or working in <br />the neighborhood and that it will not be detrimental or injurious to property <br />or improvements in the neighborhood or to the general welfare of the City for <br />the following reasons: <br />1. The granting of the Use Permit conditionally as proposed will have <br />minimal effect upon traffic and pedestrian circulation conditions <br />in the area. <br />2. The conditions attached to the Permit adequately address concerns <br />regarding the appearance and cleanliness of the area within the <br />vicinity of the area of the use. <br />3. The effect upon potential competition is not a matter subject to <br />regulation of this Council. <br />4. The proposed use is a reasonable service for the comfort and <br />enjoyment of the patrons of the main business operated on the <br />premises. <br />MINUTE ORDER NO. 86 -115 <br />ORAL COMMUNICATIONS <br />1. John Coyle, 419 Topaz Street, read a petition from the residents of Topaz <br />Street between Brewster and Jefferson requesting Police Department action to <br />relieve the traffic situation on the street which is created by commute <br />traffic. <br />There being no objection, Mayor Claire ordered the petition referred to staff <br />for investigation of the situation and report back to Council and to Mr. <br />Coyle. <br />MEMO 6/19/86 <br />BOARD, COMMISSION AND COMMITTEE REPORTS <br />1. Councilman Bury, Chairman of the Personnel Committee, presented the Committee <br />recommendation that City Council salaries be increased as permitted by the <br />Charter by $25.00 per month, from $375.00 to $400.00, effective July 1, 1986. <br />He noted that the law allows an increase to $500.00 per month for cities of <br />comparable size. <br />CONSENSUS: Mayor Claire determined <br />resolution be prepared for Council <br />recommendation regarding a Council <br />per month. <br />it to be the consensus of Council that a <br />consideration of the Committee <br />salary increase from $375.00 to $400.00 <br />MEMO 6/19/86 <br />MINUTE BOOK NO. 46 <br />Page No. 300 <br />Reg.
