I am letting you know that I, nor any of the
other residents at 746 Southview Way, was not sent such a notification by mail, email,
or fax.

The presentation by Mr. Farahyar was based on erroneous information as I have
documented in the attached letter. (Please see attachment, which is sent by email,
mail, and fax). I believe it is your duty to make sure that the information you have is
correct and not misleading or subject to fraud. I am writing to make sure you are
aware that your decision may be based partly or entirely on such information. Any
decision based on fraudulent or misleading information will end up in the courts.

Note particularly that your approval is based in part on an encroachment permit from
Woodside that requires a water line extension. However, your approval ignored the
water line extension. There fore there is not encroachment permit and the plans do
not meet what was approved. I see this as an intentional circumvention of the
permitting process.

I also am informing you that I am appealing the decision of the Zoning Administrator.
Dale Koop

March 25, 2002

Mr. Stephen Powell
730 Southview Way
Woodside, California

VIA FAX and Mail
Dear Mr. Powell:

3/27/02 America Online: DEKoop Page 1
