GENERAL 1. Councilman Britschgi referred to the Planning Commission meeting of July 15, 1986, when a public hearing was held on the Resolution of Intention to rezone all School District sites to PF (Public Facility) District and a large number of residents were present to object. Councilman Britschgi suggested a letter be written to those to whom notice had been mailed explaining the situation and apologizing for the confusion as they were not told the reason for the proposed rezoning. City Manager Smith reported that notice was mailed and published in accordance with all appropriate procedures for rezoning as used for many years without previous public misunderstanding. CONSENSUS: Mayor Claire determined it to be the consensus of Council that the Mayor prepare a letter of explanation relating to the reasons for the proposed PF District rezoning to be mailed to those who had previously received notice. Parking Committee report and recommendations (1104) Councilman Bury, Chairman of the Parking Committee, presented the Committee report of July 14, 1986, and suggested Committee membership might be increased. M /S: Greenalch / Britschgi to accept the recommendation of the Parking Committee contained in the July 14, 1986 report as follows: 1. Change the time limits on free curb parking along Broadway from 2 hours to 1 hour. 2. Do not convert any of the 10 hour meters in parking lots to 2 hour meters for the time being. 3. Change the parking meter rates on the 2 hour meters to 5 cents for 12 minutes and to 25 cents per hour. (Do not change the rates on the 10 hour meters for the time being) 4. That a comprehensive parking study, which assists the implementation of the Downtown Plan be commenced. CONSENSUS: Mayor Claire determined it to be the consensus of Council that Councilwoman LaBerge and Councilman Greenalch each be asked to appoint a member to the Parking Committee and that the membership of the Committee be increased to include the Manager of the Sequoia Building and the President of the Plaza Merchants Association who have volunteered to serve.
