Item No. 2 (continued) <br />RESOLUTION NO. 10265 CONDEMNING UTILITY BUILDING AT 757 DOUGLAS AVENUE AS A <br />PUBLIC NUISANCE AND DIRECTING RECONSTRUCTION OR REMOVAL THEREOF <br />adopted unanimously by roll call vote. <br />---------------------------------------------------------------------------- - - - - -- <br />3. Public Hearing - Abatement of nuisance - dilapidated <br />building at 1156 Cleveland (702 -11) <br />Report: Chief Building Official and Community Development Director 7/29/86 <br />( see also report 7/30/85 and Minute Order #86-07) <br />Affidavit of Mailing and of Posting of Notice are on file. <br />Chief Building Official LaTorra presented the subject report. <br />In response to question, Housing Coordinator Church reported that the <br />proposed rehabilitation loan to assist the property owners in enlarging their <br />home and bringing it up to Code requirements was not successful, in spite of <br />the large number of staff hours spent on the project, because the level of <br />improvements the Escobedos could afford was not acceptable to them. Mr. <br />Church said that the family has suggested they could obtain private financing <br />from a family member and do the needed rehabilitation without government <br />assistance, which would be acceptable, although the size of the house might <br />not be increased. <br />Jim Hartnett, Kubota, Constantino and Hartnett, 1720 Marco Polo Drive, -- <br />Burlingame, attorney representing the Escobedos who are owners of the subject <br />property, said that the property has been cleaned up and acknowledged the <br />rehabilitation work has not been done. Mr. Hartnett said the family <br />appreciated the City's assistance but that they could not afford even minimal <br />rehabilitation, stating they have listed the property with a real estate <br />broker for sale, but have not been able to find any adequate replacement <br />property they can afford to buy or rent which is better than the subject <br />property. Mr. Hartnett requested a 45 -day continuance of the public hearing <br />to allow the Escobedos to explore the possibilities which might be available <br />to them, if independent financing can be obtained, and so that he will be <br />able to meet with them and respond to the evidence presented in the subject <br />report, stating he has only been retained since August 1, 1986. <br />In reply to questions, Mr. Hartnett said that he is unaware of any serious <br />efforts of his clients to move; that independent financing may be possible <br />with a distant relative; that of the seven children in the family, five are <br />over the age of 18 and two are younger; and that he understands that some of <br />the rehabilitation and cleanup work needed does not require money. <br />Mrs. Erlinda Escobedo, 1156 Cleveland, property owner, commented on the <br />health of family members, noting that those who work have low paying jobs and <br />would not be able to set up other households. <br />Reg.
