�.A-ao <br /> • Preparation of improvement pfans (or update the existing 1971 plans) to <br /> determine appropriate grades, street alignments, utilities and storm drainage � <br /> facilities. <br /> • Policies to guide the development on an area wide basis, instead of <br /> "piecemeal.' <br /> • Need for special entitlements (if needed) for off-street parking, setbacks, etc. <br /> Please refer to the attached location map that cfarifles those parcels that wiil require <br /> the EIR and those that will not based on the above findings. <br /> The 1988 policy did not clearly distinguish between those vacant lots which do have <br /> access to water and sewer utilities and for which houses and street improvements <br /> could be constructed with significant impact on the environment, and those lots not <br /> so situated. Staff recommends that the 1988 policy be reinstated to make that <br /> distinction. <br /> ALTERNATlVES <br /> 1. Adopt the attached findings by motion, and uphold the appeal of the Architectural <br /> Permit subject to the following conditions. Also Council should reinstate the 1988 <br /> Policy to clarify which lots shall be affected by the requirement for preparation of an <br /> EIR and related studies by adoption of the Resolution accompanying this report. Also <br /> Council should direct staff to modify the conditions of approval for the occupied house <br /> at 3726 Laurel Way by excl�ding the requirement to participate in an assessment <br /> district and to contribute toward preparation of an EIR and related studies; provided <br /> that no direct benefit to his property would result from such EIR or assessment district. <br /> Recommended <br /> 2. Deny the appeal and require that no development occur on Lauret Way until an <br /> Environmental Impact Report and other studies are prepared. <br /> Conditions of Aoproval <br /> 1. The applicant shal! submit detailed elevations and plans showing exact dimensions, <br /> floor plans, setback, elevations, and other necessary information for final review and <br /> approval pursuant to an Architectural Permit. <br /> 2. That projecYs storm drain runoff shall be properly disposed of without damage to <br /> adjacent properties. If necessary, the applicant shall endeavor to enter into an <br /> � agreement with adjoining property owners to utilize any adjoining private storm water <br /> system. Approved easements, agreements, etc., shall be submitted under the <br /> application for a Building Permit. <br /> 3. Prior to issuance of the building permit, the lot owner shall enter into an agreement <br /> with the City of Redwood City to improve Laurel Way using as guidanoe for design <br /> the improvement plans titled: Laurel Way Improvement Unit No. 2 dated 9/13R1 on <br /> file with Engineering and Construction. The applicant shall provide bonds, insurance <br /> and other fees in accordance with Redwood Ciry Ordinances. The street shal! <br /> remain private. <br /> 4. The improvements shall conform to the above-described plans with deviations as <br /> approved by Engineering and Construction, including the requirement that the new <br /> pavement width shall be a minimum of 22-feet. <br /> 5. The applicant shall obtain a Building Permit prior to construction. <br />
