Item No. 10 (continued) <br />Vice Mayor Mosher, Chairperson of the Edgewood /Whipple Traffic Committee, <br />commended the Committee members and staff for their efforts, and after <br />conducting numerous meetings of the committee over the past several months <br />believes that a traffic plan for the City is essential and that a Traffic <br />Commission should be established. <br />Director of Public Works Addiego referred to slide projections of graphs and <br />diagrams depicting volume of turning movements at the Edgewood Road -E1 Camino <br />Real intersection, distance between medians, distances between signals, and <br />commented on the increase in traffic on Edgewood Road since the opening of <br />Highway 280, and advised that with regard to Edgewood/E1 Camino Real, the <br />State is asking that a decision be made in the matter, by either installation <br />of traffic signals, or closing the median on E1 Camino Real at Edgewood Road. <br />Fire Chief O'Brien explained that his objection to a median closure at <br />Edgewood Road is that a barrier would impede response by emergency vehicles <br />attempting to get to the Edgewood area. <br />Nita Spanqler, 970 Edgewood Road, member of the Committee, described some of <br />the problems caused on Edgewood Road by speeders and other irresponsible <br />drivers; acknowledged that what happens on one street impacts what happens on <br />others; expressed support for a barrier at El Camino Real and Edgewood and <br />thought it could be designed so as to allow access for emergency vehicles to <br />get through, and agreed with the Committee recommendation for a city -wide <br />traffic study and formation of a Traffic Commission. <br />Liz DeWolf, 1830 Brewster, member of the Committee, also supported formation <br />of a Traffic Commission. <br />Judy Bursak, 1831 Whipple Avenue, agreed that a Traffic Commission is needed; <br />stated that she has noticed an increase not only in volume, but in quality of <br />traffic; that she opposes a barrier at Edgewood and Whipple; is concerned <br />about the impact on traffic of Sequoia Hospital development. She presented a <br />petition signed by over a hundred residents in the area who object to <br />installation of a barrier at Edgewood and E1 Camino Real. <br />Herb Huber, 1604 Whipple Avenue, said he was sympathetic to the problems of <br />those living on Edgewood Road, but that the impact of diverting traffic onto <br />Whipple Avenue would be much more severe. <br />James Sencenbauqh, 12 Iris Street, indicated that he is opposed to closure at <br />E1 Camino Real of Edgewood Road. <br />Judith A. Sullivan, 1532 Whipple Avenue, objected to closure of Edgewood Road <br />with the resulting diversion of traffic to Whipple and Hopkins Avenues. <br />Joyce Murray, 2031 Whipple Avenue, described a traffic incident at the <br />intersection of Whipple and King, a four -way stop, caused by opposing traffic <br />running the stop signs, and resulting in property damage and narrowly missing <br />injuring her child, and believes that closing Edgewood Road will result in <br />even heavier traffic on Whipple Avenue, and an increase in that type of <br />incident, and also that no one area in the City should be excluded from <br />having to share the burden of traffic. <br />MINUTE BOOK NO. 46 <br />Page No. 6 Reg.Mtg. <br />7/22/85 <br />Page 6 <br />
