Proclamation - "Drunk and Drugged Driving Awareness <br />Week" - December 15 -21, 1985 (301 -04) <br />Deputy Chief of Police Hamilton commented on the program, now being observed <br />for the fourth consecutive year in cooperation with other agencies, and <br />indicated that beginning immediately, a special task force will be doing <br />testing and enforcement, and that there will also be a public information and <br />educational program in conjunction with the Menlo Park and Atherton police <br />departments, and along with that, daily reports to the press of the number of <br />people arrested, hoping this will serve to keep the public mindful of the <br />problem. <br />---------------------------------------------------------------------------- - - - - -- <br />3. Public Hearing - Appeal of decision of Zoning <br />Administrator to deny applications for a Use permit <br />and an Architectural Permit for outdoor sales of <br />merchandise at a former service station, 694 E1 Camino <br />Real - Ho Kyong Song, appellant ( continued unopened <br />from 11/25/85) (203 -10) <br />Report of City Manager and Community Development Director 11/6/85 <br />Mayor Britschgi declared the public hearing open at 7 :40 p.m. <br />Affidavits of publication and mailing of Notice of Hearing reported on file. <br />Joe Rodden, 513 Hillside Street, Redwood City, representing Ho Kyong Song, <br />referred to the ordinance adopted by Council this summer prohibiting outdoor <br />sales of merchandise, apparently precipitated by complaints regarding abuses <br />by other merchants, and stated that Mr. Ho Song was given notice of <br />violation, without having been given the opportunity to know what the City's <br />requirements are. In response to question by Council, he named several other <br />businesses on E1 Camino Real which display merchandise outside their sales <br />rooms. Mr. Rodden thought that a canopy might cosmetically improve the <br />appearance of the operation. <br />David English, 1106 Brewster, President, Brewster Townhouse Owners <br />Association, corner of Arch and Brewster Avenue, stated that the Owners <br />Association objects to approval of the business permit, citing a large <br />yellow "walk -in" shipping container with red lettering used for storage of <br />merchandise, and placed in a high visibility location; merchandise stacked in <br />a driveway, as well as hung from the building and that the appearance of the <br />property is not an asset to the community. <br />Mayor Britschgi invited anyone else who wished to speak to do so.
