ADDITIONAL ITEM <br />City Manager Smith referred to a report handed to Council this evening regarding a <br />Public Works emergency. Director of Public Works Addiego advised that early <br />Sunday morning, a serious break was discovered in a 16" water main in Broadway, <br />between Jefferson Avenue and Middlefield Road, which has caused the sidewalk, curb <br />and gutter, and decorative tile to be raised in front of the Ben Franklin <br />Department Store from six inches to a foot, and causing the store front window to <br />break and the door to jam. A contractor has been contacted to begin work Tuesday <br />morning to open the main to make repairs. Cost for repairs of the water main only <br />is estimated at $5,000, and it will also be necessary to restore the street with <br />base and trench. In addition, extensive repairs will be necessary to the <br />sidewalk. That block of Broadway is closed to traffic. He stated that no action <br />is being requested, but that the report is simply to advise Council of the fact <br />that emergency action had to be taken, and a full report will be made when more <br />facts are available. <br />In response to question by Council, Mr. Addiego indicated that there will be no <br />interruption in water service. <br />---------------------------------------------------------------------------- - - - - -- <br />CONSENT CALENDAR <br />In response to question by Mayor Britschgi relating to Item 17, City Manager Smith <br />and Director of Public Works Addiego commented on the matter of bond <br />requirements; that a report is being prepared for the Council agenda of December <br />16 regarding what the practice has been, and with recommendations. <br />Richard Hulme, Lincoln Property Company, Foster City, indicated that his firm <br />would prefer to use the premium for the bonds for other purposes, but did not <br />believe approval of Item 17 need be delayed pending the report on bond <br />requirements, and that after the outcome of discussion of the policy on December <br />16, they will know whether the bond requirement in the agreement will stand, or <br />whether it can be waived. <br />City Attorney Schricker advised Council that the City's ordinance requires 100% <br />coverage by bond, and to change that would involve a lengthy process, and that no <br />distinction is made between public and private subdivision improvements. <br />M /S: Mosher /Claire to waive reading of the Consent Calendar adopt the resolutions <br />and to approve all other items. <br />Carried unanimously by roll call vote. <br />16.
