Item No. 6 (continued)
In response to question regarding the possibility of towing vehicles of
owners who have been cited repeatedly for parking more than an hour, Deputy
Police Chief Hamilton said that his department receives lists of multiple
offenders so that it would not be difficult to identify the vehicles and have
them towed, noting that tow operators are more likely to be available for
such cars than for old, inoperable scrap vehicles.
It was suggested that the program might be held off until opening of the
garage under construction which is expected within 60 days.
Rob Solari, 102 Circle Road, thanked staff for their work, stating he favors
the proposed permit parking. In response to question regarding whether he
has any objections to deleting the north side of Whipple where the hospital
is, from the permit area, Mr. Solari said he did not and observed that
construction debris there now is never removed.
Susan Wharton, 112 Circle Road, presented photographs of the area indicating
cars parked in driveways and other problems faced by Circle Road residents
because of parking habits of hospital employees and visitors.
Paul Sapsin, 195 Alameda de las Pulgas, said he likes the plan but inquired
as to where daytime visitors of residents between 8:00 a.m. and 5;00 p.m.
would park if they expected to remain more than an hour. It was pointed out
that residents could park their cars with permits on the street and allow
visitors to use garages and garage aprons. Mr. Addiego expressed concern
about control over any kind of "guest permits ".
Dave Rusconi, 260 Upland, said that no parking is permitted on his part of _
Upland which works well. He objected to construction debris.
Mark Erickson, 28 Circle Road, said he favors the permit parking program.
Bill Shore, 2944 Hopkins, complained about the failure of the garage
contractor to clean up construction debris.
Pat Matson, 187 Alameda, said she is not in the permit area and inquired
regarding whether the one -hour daytime parking would apply to weekends. She
was advised that no decisions have been made at this time.
M /S: Claire /Chandler to proceed with the necessary steps to establish permit
parking on the 1 and 100 blocks of Circle Road; Alameda de las Pulgas,
Edgewood Road to Hopkins Avenue; Whipple Avenue from Upland Road to Alameda
de las Pulgas; Hopkins Avenue from Stanley to Alameda de las Pulgas, and
Upland Road on both sides of Whipple within the City limits, except to
exclude the northerly side of Whipple by the hospital and the west side of
Alameda; and to have staff review the times and days of the week when the
one -hour parking would be applicable.
Comment followed concerning the possible effect on streets adjacent to the
permit area.
Reg.
