Item No. 3 (continued) <br />John Petry, 1032A Guerrero Street, San Francisco, representing the Dolphin <br />Park Rest Home, stated that approximately 11% of the population is 65 years <br />or older; that the percentage will increase; that the elderly are expected to <br />live on for another 11 to 18 years and are in good health and able to carry <br />on most activities; and that the state having recognized this fact has <br />declared it to be a policy of the state to permit and develop residential <br />care facilities for the elderly. He referred to several drawings of the <br />subject property to describe the proposed project, explaining that it is <br />designed to allow elderly people to live in a homelike environment, and is <br />not intended as a nursing home. Mr. Petry also showed slides of a similar <br />arrangement presently in existence in Foster City. In response to <br />questions, Mr. Petry stated that it was his understanding that the addition <br />is designed to conform with the rest of the housing in the area, and that an <br />increase in parking requirements is not anticipated. <br />Bruce Albin, 569 Compass Circle, suggested that approvals were hasty, and <br />reviews and inspections cursory, and asked that the project be held up. <br />Robert Slusser, 540 Cringle, stated his concern is that single family homes <br />are being converted to other uses and that this is a matter of zoning; that <br />he is concerned as to whether this is evidence of a trend. Mr. Slusser <br />indicated in reply to question by Council that he realizes that the State law <br />preempts the authority of cities over this kind of residential unit, but was <br />concerned regarding the use that might be made if the property is later <br />sold. <br />Georqe Paven, 605 Marlin Court, expressed concern regarding the effect on the <br />neighborhood, citing a facility which had been on Anchor Circle and which he <br />said was noisy. <br />Mayor Britschgi invited anyone else present who wished to speak to do so. No <br />one wished to speak. <br />M /S: Stangel /Rhodes to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 8:45 p.m. <br />Discussion by Council followed, and Mr. Malkemus commented and replied to <br />questions regarding dimensions of the properties, and the additions to the <br />residence; that he had taken dimensions of the addition, and the lot coverage <br />is below 40 %. Planning Director Schroeter added that his staff had reviewed <br />the plans and that the lot coverage calculations were in the range of 38.7 - <br />39.6 %, but that to be accurate, it would be necessary to see the actual <br />foundation, the studs in place, and the finishing material on the dwelling, <br />but that they have gone over the plans more thoroughly than on any other <br />project that had come before them. <br />M /S: Claire /Mosher to deny the appeal of Jack V. Denton of the approval by <br />the Zoning Administrator of an Architectural Permit for property at 416 <br />Lanyard, with the following findings: <br />Reg.
