Human Services (continued) <br />The motion carried by the following roll call vote: <br />Ayes: Bury, Claire, Mosher and Mayor Britschgi <br />Noes: Chandler, Rhodes and Stangel <br />Elden Tank, (no address given), presented a petition to Council containing 290 <br />signatures, requesting immediate attention by Council to the parking problem at <br />Veterans Memorial Senior Center, and that an additional 60 to 100 spaces be <br />provided for use by the older adults who attend the activities at the building. <br />Mayor Britschgi noted that the Senior Affairs Commission is working on the parking <br />problem at the facility. <br />Neighborhood Boards Program <br />City Manager Smith called attention to one additional recommendation for funds, <br />not listed, for $20,000 to the Neighborhood Boards Program, stating that the goal <br />is toward an added coordination effort to encourage more people to participate in <br />the program, and to address their problems themselves, rather than turning to the <br />City unnecessarily. <br />M /S: Mosher / Stangel to continue the allocation of $20,000 to the Neighborhood <br />Boards Program. <br />Carried unanimously by voice vote. <br />(Council recessed from 11:10 to 11:20 a.m. ) <br />SOCIAL SERVICE CENTERS (Page 4) <br />Director of Human Resources Irizarry commented on the Fair Oaks Community Center <br />Operations and the Information and Referral Services; that the County would like <br />to see the staff level increased by .5. <br />PUBLIC SAFETY (Page 7) <br />City Manager Smith and Chief of Police Guardino commented and replied to questions <br />regarding the fact that no additional sworn officers are being requested; that <br />emphasis will be on utilizing civilian unsworn personnel to handle routine matters <br />so that the sworn officers can devote more of their time in dealing with crime; <br />the fact that recruitment for new officers is ongoing in that department. In <br />reply to further questions, Deputy Chief Hamilton described the Career Criminal <br />Apprehension Program, and also commented on the fact that random patrol does not <br />utilize personnel efficiently; that utilizing patrol officers on target areas and <br />persons is more effective, and that the program has been in effect for three <br />years. He also noted that several cities in the Bay Area are cooperating with <br />computer tie -ins. <br />Deputy Chief Hamilton displayed a device now in use to subdue violent suspects by <br />means of an electrical charge, which temporarily stuns on physical contact, but <br />which he said does not have enough voltage to interfere with a heart pace- maker, <br />and that it is more humane than some alternatives. <br />Budget Study Session <br />6/22/85 <br />Page 4 <br />MINUTE BOOK NO. 45 <br />Page No. 479 <br />
