3. Public Hearing - Seaport Centre Maintenance District <br />Benefit Assessment (per Resolution No. 9914 adopted <br />6/17/85) (409 -02) <br />Report of City Manager and Director of Public Works 6/11/85 <br />Mayor Britschgi read the following opening statement and declared the public <br />hearing open at 7:44 p.m.: <br />"This is the time and place set for hearing on the City Manager's Report <br />which contains a description of each lot or parcel in the Seaport Centre <br />Maintenance District together with the amount of the special benefit <br />assessment which is proposed to be levied for the fiscal year 1985 -86 against <br />each lot or parcel. Notices have been published, posted and mailed pursuant <br />to law. These proceedings are being undertaken pursuant to the provisions of <br />City Ordinance No. 1895 and applicable provisions of the Improvement Act of <br />1911. This is a hearing on the contents of the Manager's Report which was <br />prepared at the direction of this Council and contains all the information <br />necessary for the levy of an annual special benefit assessment against real <br />property situated in the Seaport Centre Maintenance District. <br />"Any one of the items contained in the Manager's Report may be the subject of <br />protests or endorsements. <br />"You are asked to clearly identify yourself and the property owned by you so <br />that your statements may be correctly recorded. <br />"The hearing is declared open and I will ask the City Clerk to report on the <br />various notices given in connection with the hearing, after which a brief <br />outline of the Manager's Report will be given by the City Engineer." <br />Senior Deputy City Clerk Reggetts read the following report as to notices: <br />"Notices of this hearing have been published, posted and mailed as required <br />by the provisions of Redwood City Ordinance No. 1895 and applicable <br />provisions of the Improvement Act of 1911. An Affidavit and certificates of <br />publishing, posting and mailing are on file in the City Clerk's office." <br />Director of Public Works Addiego noted that the Maintenance District had been <br />established some time ago (April, 1985), and this action primarily provided <br />for funds to operate and maintain storm drains, water and sanitary sewer <br />facilities within the District; that those costs for 1985 -86 fiscal year were <br />determined by his department to be $83,500 which will be placed on the tax <br />roll as an assessment against the property owners. <br />Mayor Britschgi invited anyone else present who wished to speak to do so.
