4. Public Hearing - Appeal by Harman Management <br />Corporation (Kentucky Fried Chicken) re denial of Use <br />Permit for parking and picnic area, 25 Bonita (203 -10) <br />Report of City Manager and Director of Planning 7/11/85 <br />Mayor Britschgi declared the public hearing open at 7:52 p.m. <br />Affidavits of Mailing and of Publication of Notice of Hearing are on fi le. <br />Richard Sayer, 199 First Street, Los Altos, representing Harman Management <br />Corporation, indicated that when they had the plans drawn up for the <br />property, that although they were not aware that a picnic area was not <br />permitted, the more important concern was for additional parking. <br />Chester A. Barnes, 76 Bonita, stated that he is strictly opposed to the <br />expansion into the residentially zoned area, citing litter problems, traffic <br />congestion and hazardous access to the restaurant. <br />Sharon Anderson, 46 Bonita, also opposed the application, believing that the <br />litter and noise is already bad, without adding more parking and a picnic <br />area, and noted that the business is located on what had once been a <br />residence. <br />Albert Reuter, 911 Robart Street, stated that his business is situated <br />opposite Kentucky Fried Chicken on W000dside Road, and believed that the <br />decision of the Zoning Administrator to deny the application should be upheld <br />by the Council because the appropriate use of the land would be for a home, <br />and because of the serious litter problem. <br />, <br />Helen Cullen, 40 Bonita, stated that her home is directly across the street <br />from Kentucky Fried Chicken, and opposes expansion, describing the traffic <br />congestion caused on Bonita by patrons of the restaurant. <br />Mayor Britschgi invited anyone else present who wished to speak to do so.
