REPORTS OF BOARDS AND COMMISSIONS <br />2. Mayor's Committee Report on Development (301 -06) <br />Mayor Stangel noted that members of the Mayor's Committee included <br />representatives of the City Council and Planning Commission as well as <br />representatives of the local business community: Van Zannis of Mortgage <br />South Corporation; Jim Sievers of The Gregory Group; and C.E. "Gus" <br />Pappas, who has been appointed to the Planning Commission. Mayor Stangel <br />thanked those who had participated in the subject report. <br />Mayor Stangel presented the problem and recommendations relating to Part <br />I. Consistency in Policy Development. <br />Councilman Claire, Committee member, presented Part II. Architectural <br />Control. <br />Councilman Biagi, Committee member, presented Part III. Use of <br />City- Assisted Financing, referring to the attachment provided by the City <br />Manager (11/28/83) relating to City- Assisted Financing for Selective <br />Development. <br />In response to question, City Manager Smith recommended expanding the <br />Horizons Program and noted it should be an on -going program. <br />M /S: Britschgi /Mosher to accept the subject report and instruct the City <br />Manager to take steps to follow through on the recommendations contained <br />in the report, to arrange the field trip to Santa Rosa on March 21, 1984, <br />and to arrange for training sessions. <br />Carried unanimously by voice vote. MINUTE ORDER NO. 84 -50 <br />Mayor Stangel announced that Councilman Claire will be Chairman of the <br />Parking Meter Committee. California Community Crime Resistance Program Grant (705 -03) <br />Report of City Manager and Police Chief 3/7/84. <br />Police Chief Guardino presented the subject report and, in response to <br />question, reported that burglary statistics suggest that the Neighborhood <br />Watch Program is effective in reducing that kind of crime. <br />In further response to question, Mr. Guardino said that the ethnic <br />category "Other" includes those not othewise specifically mentioned.
