Report re increase in ABAG dues (704 -04)
City Manager Smith referred to the subject report and recommended that
Council authorize the representative to vote for the increase in dues.
Councilman Bury, ABAG representative, observed that ABAG had made a 70%
dues reduction in 1978 to assist cities as much as possible following
passage of Proposition 13, and has reduced staff by 75 %, with no dues
increase in the intervening six years. Councilman Bury reported that ABAG
cannot continue to exist without the dues increase, and the alternative to
ABAG would probably be less satisfactory to local governments.
Discussion followed concerning the value of benefits derived from ABAG
membership; whether the benefits equal the increased dues; whether the
dues allocation among members is equitable; the fact that federal grants,
etc. go through regional agencies to local governments; and whether ABAG
is not preferable to a State agency.
M /S: Mosher /Bury to accept the proposed dues increase to a total of
$4,964 (from $1,971).
3/T2/84
Page 3
MINUTE BOOK NO. 44
Page No. 381
