asking for a sergeant to be assigned to the Task Force as a supervisor. Chief <br />Guardino reported that the Board of Directors of the Task Force will include the <br />District Attorney, the Sheriff and the Police Chiefs of three cities. He stated <br />that as one of the three Chiefs on the Board, he will be in a position to monitor <br />the program continuously. <br />(MEMO 6/21/84) <br />Captain Hamilton reviewed Police patrol and field services. <br />Fire Chief O'Brien presented the portion of the program relating to Fire <br />Services. <br />City Manager Smith said that a Redwood Shores fire station is included in the <br />Capital Improvement Program for 1986 -87, but actual construction would depend on <br />Population, commercial and other growth there. Mr. Smith and Mr. O'Brien stated <br />that a revised agreement with the South County Fire District will be going to <br />Council in the future. They stated that the City had been able to repay them for <br />their "first response" service with return services. They pointed out that since <br />the services are no longer needed,the District will require payment in an amount <br />not yet known. <br />(MEMO 6/21/84) <br />In response to questions regarding debris left on property after weed abatement <br />has occurred, Mr. Smith and Director of Public Works Addiego said complete cleanup <br />can be ordered and assessed to the property owner, but it is costly. <br />COMMUNITY DEVELOPMENT (pp 19 -28) <br />Planning Director Schroeter, Building Official Malkemus and Director of Public <br />Works Addiego presented the Program. Mr. Addiego observed that some 1069 work <br />furlough persons assigned by the courts have provided 6,851 hours of work, but <br />pointed out that supervision is necessary for such labor. A new Street and Sewer <br />Leader position has been recommended to supervise Work Furlough labor used in <br />support of beautification efforts. <br />Nita Spangler, 970 Edgewood Road, urged that certification of the Historic <br />Presentation Ordinance be sought promptly as stated in the Long Range Planning <br />portion of the program. Mr. Schroeter reported on the reasons for the delay in <br />receiving certification, noting that some of the City's standards vary from those <br />of the model ordinance, but the preservation program is still in existence. <br />In response to questions relating to.emergency sources of water, Mr. Addiego said <br />that there are numerous interties and some storage available for short periods. <br />Councilman Bury stated that although he represents the City and not himself on the <br />Board of the Convention & Visitors Bureau, he will abstain from voting on the <br />allocation to the Bureau in -the Community Promotion portion of the Program, but <br />that his relationship with the Chamber of Commerce is not in a policy making <br />Position at this time, and he will not abstain with regard to that agency. <br />M /S: Stangel /Rhodes to make the Community Promotion allocations as presented on <br />page 27, except to increase the allocation to the Chamber of Commerce from $20,000 <br />to $30,000. <br />Budget Study Session <br />6/9/84 <br />Page 4 <br />MINUTE BOOK NO. 45 <br />Page No. 36 <br />
