FIVE YEAR CAPITAL IMPROVEMENT PROGRAM 1984 -1989 <br />City Manager Smith referred to the green binder containing supplemental material <br />for both Budget and Capital Improvement Program items. <br />Mr. Smith, Director of Finance Tasseff and Assistant Finance Director Becker <br />reviewed the variety of funding sources for capital improvements, noting that <br />sales tax and property tax are not sources for such improvements. <br />FACILITIES <br />1. Civic Center Improvements (See Report of City Manager 1/4/84) <br />Discussion followed and'Mr. Smith, Mr. Tasseff and Director of Public <br />Works Addiego commented and replied to questions concerning plans for <br />financing the improvements; anticipated costs of the new fire station, <br />conversion of old Fire Station #1 to Main Library use and rehabilitation <br />of City Hall; the phasing to accomplish the project; possible innovative <br />financing arrangements; anticipated tax increment from redevelopment <br />areas; the many space and needs studies which have been conducted in past <br />years for the library and city hall; and present need for handicapped <br />access for citizens and employees to meet federal and state <br />requirements. <br />M /S: Stangel /Chandler to approve the Civic Center Improvements as <br />outlined in the Capital Improvement Program and the recommendations <br />contained in the Report of the City Manager of January 4, 1984 as <br />follows: <br />a) approve the civic center rejuvenation plan; <br />b) approve the financing concept of Certificates of Participation <br />with payments to be made from the Capital Improvement Fund; and <br />c) authorize the retention of a supervising architect for the <br />program. <br />Carried unanimously by voice vote. MINUTE ORDER NO.84 -108 <br />Mayor Britschgi stated that Council will be reviewing the items scheduled for <br />1984 -85 and will consider them in the order presented, deeming them approved <br />as recommended unless a motion is made. <br />2. Municipal Service Center Improvememts <br />Director of General Services Mott described the need for the work <br />described. <br />3.
