Replacement Telephone System <br />Mr. Mott said that the first year of the program will involve an analysis <br />of needs and exploration of financing arrangements, with significant <br />savings anticipated long range. <br />PARKS & RECREATION <br />1. Open Space Acquisition <br />Mr. Smith said the intent is to create a balance which would be available <br />in the event any land becomes available that the City might find it <br />desirable to acquire, noting that the City would like to "square off" Red <br />Morton Community Center at some time, should adjacent lots become <br />available. <br />5. Director of Parks and Recreation Griffiths said that with regard to Union <br />Cemetery Renovations scheduled for 1988 -89, the City plans to apply for <br />funds under the State Park Bond Act which just passed and has provisions <br />relating to preservation of historic landmarks. <br />TRANSPORTATION <br />1. Roosevelt Avenue Reconstruction <br />2. Sidewalk, Curb and Gutter Program <br />In response to questions, Mr. Smith and Director of Public Works Addiego <br />said that it would be difficult to set up a program allowing property <br />owners to move up the priority for work on their property by allowing <br />them to share on a 50 -50 basis on the cost; the fact that in many cities <br />such work is entirely the responsibility of the property owners; the <br />responsibility of the City with regard to sidwalk destruction by street <br />trees; the possibility of sharing cost with all property owners; whether <br />repairs would enhance property values; and the fact that the City <br />permitted developers to plant street trees which have created problems. <br />M /S: Chandler /Mosher to establish a cost sharing program for repair of <br />sidewalk, curbs and gutters with 68% paid by the City and 32% paid by the <br />property owner. <br />The motion failed by majority voice vote. <br />Budget Study Ses. <br />6/13/84 <br />Page 3 <br />MINUTE BOOK NO. 45 <br />Page No. 55 <br />
