PARTICIPATION PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL <br /> DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2002-2003); <br /> <br /> The motion passed by a majority roll call vote by those present with Mayor Claire <br /> abstaining. <br /> <br />Recess - 8:44 p,m,-9:00 p.m. <br /> <br /> ii) Housing and Human Concerns Committee 200212003 Funding <br /> Recommendations for the Human Services Financial Assistance (HSFA) <br /> Program; (404) <br /> <br /> Debbi Jones-Thomas explained that the HSFA funding recommendations follow <br /> the same priority objectives as in the consolidated plan. <br /> <br /> HHCC Chairperson Charlie Greer, thanked Human Services Manager Teri Chin, <br /> and stated that the youth from Redwood City 2020 engaged in the leadership and <br /> learning project sponsored by the John Gardner Center of Stanford University and <br /> Kennedy Middle School were involved in the process. He stated that the group of <br /> six individuals actually sat in on the presentations from the agencies and helped <br /> ask questions, they distilled their comments and the HHCC used that information <br /> in the process. He introduced the members of the youth committee (YELL): <br /> Marcella Padilla, Sarah Frivold, Rick Lopez , Diana Lopez, Cynthia Cruz, Anai <br /> Aguilar and Andre Omar Garcia. <br /> <br /> Andre Omar Garcia stated the purpose of the group for the community was to give <br /> opinion as to which programs assist youth and give prospective on allocations. <br /> The group listened to the different presentations of programs in order to provide <br /> <br /> Diana Lopez and Rick Lopez stated they were introduced to HHCC, read <br /> applications, met and discussed the applications, then attended presentations, <br /> finally providing input toward recommendations. <br /> <br /> Anai Aguilar stated that they learned the process by which funding occurs and <br /> where it actually is spent. As a group, they learned how to contribute ideas and <br /> thoughts to the Council as well as learning about other groups that exist. They <br /> also learned that the adults respect their opinions and have a better <br /> understanding of what youth want. <br /> <br /> Marcella Padilla stated the challenges incurred, observations made and <br /> recommendations. Some challenges were process oriented and focused on the <br /> applications content.
