Item No. 1 (continued) <br />Chuck Kinney, Kinney & Kinney, presented slides depicting various aspects of <br />a proposed development for Redwood City using the Bradford Street Parking <br />Lot air space and providing public parking and a fire station to the City and <br />residential, commercial and private parking to the developer. He said that <br />the highest point of the structure would be approximately the same as that of <br />First Interstate Bank across the street. In response to questions, Mr. <br />Kinney said that rental housing might be possible, if mortgage revenue bonds <br />are available; that three to four months preliminary work would be necessary; <br />and that the fire station and garage could be completed before the rest of <br />the development. <br />Nick Watry, President, Watry Engineering, 2000 Broadway, Redwood City, <br />structural engineering firm, stated his firm is responsible for construction <br />of the Bay Area Bank building which is built on prestructured piles. He said <br />it is expected a similar foundation would be used for the proposed <br />development, but that a soils engineer would be employed. <br />Discussion followed and Mr. Kinney and Mr. Smith replied to questions and <br />commented concerning the benefits proposed for the City; the space required <br />for the fire station; the fact that little, if any, time would be lost in <br />investigating the proposal, since appraisal of the property is proceeding; <br />the probable cost of the new fire station which must be constructed; the <br />phasing required if the garage and fire station are to be constructed first; <br />and the demonstrated success elsewhere of the type of development proposed. <br />M /S: Claire /Rhodes to approve the concept presented by the representatives <br />of Kinney & Kinney for the Bradford Street Parking Lot and to instruct staff <br />to proceed to work with them on the legal and technical questions involved <br />and the feasibility of constructing such a structure. <br />Carried unanimously by voice vote. <br />MINUTE ORDER NO. 84 -194 <br />ORAL COMMUNICATIONS <br />1. Carolyn Hoskins, Bob Hoskins Locker Room, 2636 Broadway, objected to the <br />recent peddling of merchandise by itinerant merchants on E1 Camino Real and <br />on other streets in the City. Mrs. Hoskins said that those selling out of <br />trucks present serious traffic hazards, besides not being fair to legitimate <br />business people in the City who comply with all laws and regulations. She <br />suggested that they probably do not pay sales tax to the City and at the same <br />time give the City a poor image as a sort of continuous "flea market" <br />wherever they choose to operate. Mrs. Hoskins noted also that with the <br />"Super Bowl" to be played at Stanford in January, there will be an increase <br />in the number of peddlers attempting to take advantage of the situation to <br />the detriment of the City and local businesses. She urged Council to stop <br />street peddling. <br />In response to question, Planning Director Schroeter described the ordinance <br />regarding street vendors under consideration by the Planning Commission, <br />pointing out that if it is recommended to Council and approved and adopted by <br />Reg.
