ORAL COMMUNICATIONS (continued)
Council, its effective date would be sometime after the "Super Bowl ". Mr.
Schroeter noted that the ordinance is related to use permits and may not be
the action Mrs. Hoskins has in mind.
In response to question, City Attorney Schricker said that he would like to
research the subject to determine what authority the City has now to control
itinerant vendors, noting that there are traffic requirements about public
rights of way. Mr. Schricker and Mr. Smith said that they expect to be able
to provide a report by December 17, 1984.
(MEMO 12/13/84)
2. Geri Mayers, 2303 Broadway, representative of the Downtown Association,
requested that free parking be allowed downtown on Saturdays in order to
encourage business there, since no parking problem exists on weekends.
City Attorney Schricker said that the Parking District requires revenue from
the meters to pay the bondholders and noted that a procedure is available for
merchants to provide free parking by paying a $10.00 deposit for a "Courtesy
Hood" to cover the meter and $2.00 per day for the meter for the required
bond payment.
Discussion followed and Ms. Mayers, Mr. Schricker and City Manager Smith
replied to questions and commented concerning the fact that the Parking Meter
Committee is meeting this week and could consider the request and ways to
respond; how prospective customers would know in advance if meters were not
to be enforced; whether the City could transfer funds from the General Fund
to the Parking District to cover Saturday meter earnings; whether such a
transfer could be considered a community promotion expense; and the need for
sufficient information before making any decision.
M /S: Mosher /Chandler to refer the request of Geri Mayers that free parking
be permitted at meter spaces downtown on Saturdays to the Parking Meter
Committee meeting with the understanding that staff will provide the
Committee with necessary cost and legal information.
Carried on the following roll call vote:
Ayes: Councilman Bury, Chandler, Rhodes and Vice Mayor Mosher
Noes: Councilman Claire and Mayor Britschgi
(NOTE: Parking Meter Committee will meet at 4:00 p.m., Thursday, December
13, 1984, in the City Hall Conference Room.)
MINUTE ORDER NO. 84 -195
REPORTS OF BOARDS AND COMMISSIONS
2.
