Item No. 4 (continued) <br />earthquake or other major natural disasters; whether it is possible to <br />deauthorize the bonds and have the people of Redwood Shores take <br />responsibility for the District needs; and the fact that the District can <br />be deannexed, but that the present levy cannot be rescinded or the <br />District eliminated until outstanding bonds are retired. <br />In response to question, City Attorney Schricker said that Council members <br />may ask questions of any persons during Council consideration of the <br />matter, but that testimony cannot be volunteered unless the public hearing <br />is reopened. <br />Don Warren, President, Redwood Shores, Inc. and South Shores, Inc., 350 <br />Marine World Parkway, replied to questions relating to whether it is <br />possible to guarantee that if the $30 million of authorized bonds for <br />South Shores improvements is retained that property owners in Redwood <br />Shores will never be affected. Mr. Warren stated the intention is to use <br />the bond authorization as reserve security in which case there could be no <br />tax impact on Redwood Shores. <br />In response to question, City Manager Smith said that legislation might <br />permit South Shores to qualify for inclusion in a redevelopment district, <br />noting that a finding of "blight" must be made. <br />John J. Murray, Jr., President, Redwood Shores Homeowners Association, <br />replied to questions, stating he continues to oppose the entire bond <br />authorization and acknowledged he does not know what finances might be <br />available in the event of need for reconstruction of levees or in an <br />emergency. <br />Ron MacQuarrie, Chairman, GID No. 1 -64 Advisory Committee, replied to <br />questions, stating that safety of residents and the need to protect the <br />levee system prompted the Committee recommendation that some bond <br />authorization be retained. <br />Director of Finance Tasseff and Mr. Smith stated in response to question <br />that at present there is no income to the City from Redwood Shores and <br />there may be some cost, but that development of the commercial area there <br />is the key to providing benefit to the City. <br />CONSENSUS: Following discussion as to whether Council preferred to take <br />action with regard to the bond authorization by majority or 5 /7th vote, <br />Mayor Stangel determined that it was the consensus of Council to take <br />action by majority vote. <br />M /S: Britschgi /Claire to deauthorize all bonds for GID No. 1 -64 except <br />$8,000,000 for unspecified emergencies and to make any sale of bonds <br />contingent upon an advisory vote of the property owners in Redwood Shores, <br />the vote to be by a majority of those voting.
