3. Public Hearing - Appeal of the decision of the Planning <br />Commission to approve the application of M. H. Podell <br />Company to amend previously approved Planned Development <br />Permit and Tentative Map to increase number of units in <br />Phase II, Pelican Cove Condominium from 76 to 94, 400 <br />Marine World Parkway - Michael F. Galligan, appellant <br />Planning Commission record transmitted 3/11/83 <br />Appeal of M. Galligan and others (30 units) filed 2/22/83; letter <br />amendment 2/23/83 <br />Letters (12 units) opposing Appeal - various dates <br />Planning Director Schroeter stated that the total number of units now <br />approved by the Planning Commission for the subject property is 90. <br />City Attorney Schricker reported that the appellant, Michael Galligan, had <br />telephoned to advise that he cannot be present because of a schedule <br />conflict, but his absence does not suggest any lack of interest in <br />pursuing the subject appeal. <br />Mr. Schricker also stated that the only issue before Council for <br />consideration is the propriety of the Planning Commission in granting the <br />Planned Development Permit (PDP). <br />Vice Mayor Britschgi declared the public hearing open at 7:44 p.m. <br />Affidavits of Publication of Notice of Hearing and of Mailing were <br />reported on file. <br />Debra Meagher, 64 Cove Lane, distributed a letter dated March 21, 1983 <br />from Michael F. Galligan, appellant. (Exhibit A) <br />Colleen Fravert, 55 Cove Lane, stated she prefers that the Pelican Cove <br />development remain as originally planned because she prefers the <br />family -type atmosphere more likely to result from a larger number of <br />two - bedroom units. Ms. Fravert said she is concerned about overuse of <br />facilities by an increase in numbers of one - bedroom units, and also that <br />utilities bills for the two phases will be shared, although the first <br />phase has solar water heating and the second phase will have more <br />expensive gas heat. <br />Bruce Albin, 569 Compass Drive, suggested the PDP approved by the Planning <br />Commission works against the original General Plan for Redwood Shores. <br />Michael Pollano, 34 Cove Lane, presented a three -page statement entitled <br />"Pelican Cove Cost Estimates" (Exhibit B), described the sources of his <br />figures and commented concerning his estimate of profit to the developer. <br />Mr. Pollano replied to questions and commented concerning his estimates. <br />Les Neville, 36 Cove Lane, stated that when he purchased a unit in Pelican <br />Cove development Phase I, he anticipated the full development would be as <br />described at that time and suggested it would be difficult to sell a <br />one - bedroom unit now because of the competition that would be presented by <br />newer one - bedroom units. <br />Reg.Mtg. <br />3/21/83 <br />Page 2 <br />MINUTE BOOK NO. 44 <br />Page No. 84 <br />
