Item No. 3 (continued) <br />Rikki Kurzner, 6 Cove Lane, suggested the development was misrepresented <br />to buyers of Phase I with regard to the number of one- and two - bedroom <br />units to be developed later, and objected to sharing cost of utilities <br />with the owners of units in the gas heated Phase II. Ms. Kurzner <br />suggested that the larger number of owners from the proposed Phase II in <br />the homeowners association would cause decisions to favor Phase II owners. <br />Ms. Kurzner replied to questions and commented concerning her remarks. <br />In response to question, Planning Director Schroeter stated that a <br />developer has one -year to commence development and five years to complete <br />it after which the developer would have to reapply for a PDP. Mr. <br />Schroeter stated that the Pelican Cove development was commenced within <br />one year as required and Phase II is part of the total project. <br />Gregg Doran, 570 Marlin Court, Planning Commissioner, speaking as a <br />resident of Redwood Shores and a realtor, stated he opposes the Planned <br />Development Permit (PDP) approved by the Planning Commission because of <br />the increased density which precludes the development being occupied by <br />families. Mr. Doran stated that the developer, M. H. Podell, testified <br />that there was no profit to him from Phase I and that it is not econom- <br />ically feasible to construct Phase II as originally planned. Mr. Doran <br />suggested the alterations will have a negative economic effect on the <br />owners of Phase I unitsHe urged Council to support the appeal. <br />Patricia Matthews, 42 Cove Lane, described the notices received from Mr. <br />Podell regarding changes in Phase II prompted by economic considerations <br />and stated that she believes the increased number of one - bedroom units <br />will encourage rental use of the property. <br />John Murray, 568 Seahorse Lane, President, Redwood Shores Homeowners <br />Association, objected to Phase II as "piecemeal" planning and referred to <br />the General Plan prepared in 1976 and the most recent brochure describing <br />residential land use in Redwood Shores, suggesting less single - family land <br />use than planned. Mr. Murray asked that consideration be given to whether <br />or not the present Phase II approved by the Planning Commission is good <br />for the City. <br />(Council recessed from 8:52 to 9:02) <br />Michael Podell, 1199 Howard, Burlingame, developer of Pelican Cove, stated <br />that figures presented by a previous speaker are inaccurate and that he <br />made no profit on Phase I. Mr. Podell offered to allow a qualified person <br />to audit his financial statements to verify his remarks. Mr. Podell said <br />he wants to build a Phase II with the exterior as planned to complement <br />Phase I, but must have more units to make the project economically feas- <br />ible, noting that one - bedroom units are in greater demand than two - bedroom <br />units. Mr. Podell referred to an architect's drawing for the entire <br />Pelican Cove development and to a detail indicating conversion of the <br />planned two two - bedroom corner units into three one - bedroom units.
