Item No. 3 (continued) <br />Mr. Podell replied to questions and commented concerning details of his <br />plans, alternatives he has considered, his intention to provide the <br />amenities with Phase II for which a bond will be required, the restric- <br />tions on voting within the homeowners association, and his plans to <br />proceed, if the appeal is denied. <br />Vice Mayor Britschgi noted for the record that Mr. Podell states that he <br />plans to proceed with development of the two units at the front of the <br />property first because of the construction traffic. <br />Discussion continued and Mr. Podell filed the "report of the Department of <br />Real Estate of the State of California in the matter of the application of <br />Pelican Cove Development Company" provided as information to purchasers <br />(Exhibit C), stating that he has written approval of the Department on the <br />specifics of his development. <br />Steve Schneider, 4 Cove Lane, stated that his questions have been <br />addressed, he supports the plan of Mr. Podell for Phase II as approved by <br />the Planning Commission and urged Council to reject the appeal so that the <br />project can be completed. <br />Don Warren, President, Redwood Shores, Inc., 350 Marine World Parkway, <br />representing the master developer of Redwood Shores, spoke in support of <br />the Planning Commission decision to grant the PDP. Mr. Warren stated that <br />he and his staff had addressed the issues from the perspectives of the <br />developer, the present owners of Pelican Cove and the homeowners at large, <br />and believe that Mr. Podell has created a unique, well- designed project <br />which will benefit the Shores. Mr. Warren stated that he understands the <br />market conditions which have prompted the alterations and urged Council <br />to deny the appeal and allow Mr. Podell to complete the project. <br />W. Thiersch, 2 Cove Lane, stated that he believes Mr. Podell has made an <br />excellent attempt at compromise in a difficult situation and urged Council <br />to reject the appeal. <br />Larry Holcomb, 2737 Velvet Way, Walnut Creek, independent appraiser of <br />planned unit developments employed by Mr. Podell, suggested there is a <br />likelihood of enhanced values of all Pelican Cove units if the project is <br />completed as approved. <br />Gregg Doran (see above page 3) responded to question stating he is <br />speaking as an individual and believes that most Pelican Cove owners <br />support the appeal. Mr. Doran commented concerning conversion of the <br />units and suggested the developer should have advised owners of Phase I of <br />proposed changes in Phase II earlier. <br />M. H. Podell (see above page 3) replied to comments regarding notice, <br />stated he had been thinking for some time of changes to make the project <br />financially feasible and retain the exterior appearance originally <br />planned, but did not present a plan until recently.
