Item No. 3 (continued) <br />M /S: Biagi /Bury to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 10:15 p.m. <br />Planning Director Schroeter replied to questions concerning planned <br />development permit requirements. <br />M /S: Claire /Rhodes to reverse the Planning Commission and uphold the <br />appeal of Michael Galligan and others of approval of the application of <br />M. H. Podell Company to amend previously approved Planned Development <br />Permit (PD82 -08) and Tentative Map (T82 -08) to increase the number of <br />units in Phase II, Pelican Cove Condominiums, 900 Marine World Parkway, <br />based on the fact that the sole reason given by the developer for the <br />increase in density is for economic and not for planning reasons. <br />Discussion followed concerning market conditions; the desirability of <br />having the entire project completed as soon as possible; the desirability <br />of retaining the original exterior design of the buildings; and whether or <br />not the increased density would affect use of amenities by residents. <br />The motion failed on the following tie vote: <br />Ayes: Councilmen Bury, Claire, Rhodes <br />Noes: Councilmen Biagi, Mosher and Vice Mayor Britschgi <br />MINUTE ORDER NO. 83 -41 <br />(Council recessed from 10:35 to 10:40 p.m.) <br />---------------------------------------------------------------------------- - - - - -- <br />4.
