Item No. 7 (continued) <br />M /S: Rhodes /Biagi that the City Council proceed with the formation of a <br />Joint Powers Agency with the Menlo Park Fire Protection District for the <br />provision of fire services and direct staff to take the necessary actions <br />to further the consolidation. <br />Mr. Schricker stated that a joint powers agreement would be brought to <br />Council which may not include details about employment. <br />The motion carried unanimously by voice vote. Admissions Tax <br />b. Gross receipts business license tax <br />c. Utility users tax <br />City Manager Smith reported that a committee of staff, members of the <br />Chamber of Commerce and interested citizens has been studying the subject <br />matter and is drafting a utility users tax ordinance for presentation to <br />Council shortly. <br />George McKibben, 160 F Street, urged that no new taxes be imposed. <br />Nita Spangler, 970 Edgewood Drive, suggested more opportunities are needed <br />for citizens to communicate with Council on an informal basis, so that <br />people can understand the complexities facing the City and come to grips <br />with realities such as taking care of property, sewer lines, etc. Mrs. <br />Spangler suggested basic talks on the budget for citizens should be <br />conducted. <br />---------------------------------------------------------------------------- - - - - -- <br />CONSENT CALENDAR <br />M /S: Biagi /Bury to waive reading of the Consent <br />Calendar and approve all the items. <br />Carried unanimously by voice vote. <br />9.
