~'~,~'~LeRertoPatWebb, CityofRedwoodCity <br /> Re: Addendum to the EIR on the Downtown Mixed-Use Pr~ect <br /> May 31, 2002 <br /> Page 2 <br /> <br /> In the time since the EIR was certified, the approved project - consistent with Alternative 4 - has <br /> become infeasible. The City now wishes to prepare an Addendum to the EIR. This Addendum <br /> will consider the environmental impacts of one of two potential projects: <br /> <br /> · Project 1: Block 1 would be occupied by 80,000 square feet of retail space and a multiplex <br /> cinema. The cinema complex would have 20 screens and 4,200 seats, as in the previously- <br /> approved project. In addition, Block 1 would have one level of underground parking <br /> (approximately 200 parking spaces; precise number to be determined). Block 2 would be <br /> fully occupied by surface parking (number of spaces to be determined). <br /> <br /> · Project 2: Block 1 would be occupied by the same project as in Project 1. Block 2 would <br /> be occupied by a 150-room hotel plus a parking structure (number of spaces to be deter- <br /> mined). <br /> <br /> Scope of Work <br /> <br /> To prepare the Addendum to the EIR, we would complete the following scope of work: <br /> <br /> Task 1. Finalize Proiect Definition <br /> <br /> We will confer with City staff to confirm the details of the project that is to be addressed in the <br /> Addendum: prOject 1 or Project 2. Inputs to our analysis to be provided by the City include a <br /> narrative description of the project (whether Project 1 or Project 2) including the number of <br /> parking spaces on each block, the ingress and egress locations for the parking facilities, and a site <br /> plan. We will also need to know the amount of building space on Block I and, if Project 2 is <br /> selected, the number of hotel moms on Block 2. <br /> <br /> Task 2. Prepare Technical Reports <br /> <br /> Mundie & Associates would engage the services of Fehr & Peers, Transportation Consultants, to <br /> prepare technical reports on the traffic and parking impacts of the proposed project. We would <br /> engage Don Ballanti, certified consulting meteorologist, to evaluate the air quality impacts of the <br /> proposed project. Scopes of work for these subConsultants are appended to this letter as <br /> Attachments A and B. <br /> <br /> Recent legislation makes it mandatory that analysis of the adequacy of the long-term water supply <br /> be included in the consideration of a new project, if that project meets the threshold size criteria <br /> established; therefore, the adequacy of the Redwood City water supply need not be addressed in <br /> this CEQA update. In any event, City staff indicate that sufficient supplies are available to serve <br /> the project except in drought years Water planning efforts to address citywide drought-year <br /> insufficiencies are ongoing; in partic..,ar, shortfalls are expected to be remedied through provision <br /> of additional supply (construction oi a new recycling plant is expected to be complete by the end <br /> of 2005) in combination with additional conservation efforts.* <br /> <br /> * Conversanon with Manny Rosas, Red~vood City Depar~menl of Public Works, May 22, 2002. <br /> <br /> <br />
