Item No. 2 (continued)
Vincent Maqqiore, 190 Calderon Avenue, Mountain View, of Peninsula Cab
Leasing Co. proposing to do business as Checker Yellow Cab Co. of Redwood
City, stated that there are three cab companies in Palo Alto and four in
Menlo Park, suggesting that an additional company in Redwood City would
not be excessive. Mr. Maggiore said he would designate 10 cabs for
permits in the City and he plans to use freshly painted vehicles with
electronic meters and requires no surcharge for rides outside the City.
He described the manner in which he had arrived at the design used by his
cabs and replied to questions of Council and City Attorney Schricker
regarding setting of rates; insurance coverage; proposed locations for
cabstands; response time; and his belief that need exists in the City for
increased cab service.
Thetis Pappas, 587 Seahorse Lane, said that it is difficult to get a cab
in the City stating that it has been her experience that advance reser-
vations are not always honored, and that people whose medical problems do
not permit them to drive often find considerable delay in getting adequate
service.
Mayor Stangel invited anyone else present who wished to speak to do so.
No one wished to speak.
M /S: Biagi /Britschgi to close the public hearing.
Carried unanimously by voice vote and public hearing closed at 8:15 p.m.
M /S: Bury /Rhodes to deny the subject application because of the confusion
in design regarding color scheme and identification, the long distance
from the Mountain View headquarters, the recent addition of a second cab
company, and the fact that Council has not yet had time to evaluate the
situation since the second cab company has not commenced doing business.
Discussion followed concerning whether or not confusion exists with regard
to design; whether better service might not develop as a result of
competition; whether need exists for additional service; and the
difficulty of making such a determination.
The motion failed on the following roll call vote:
Ayes: Councilmen Bury, Rhodes and Mayor Stangel
Noes: Councilmen Biagi, Claire, Mosher and Vice Mayor Britschgi
Title read. M /S: Claire /Biagi
RESOLUTION NO. 9486 DECLARING THAT PUBLIC CONVENIENCE AND NECESSITY
REQUIRE ADDITIONAL TAXICAB SERVICE; GRANTING CERTIFICATE OF PUBLIC
CONVENIENCE TO PENINSULA CAB LEASING CO., INC.; AND AUTHORIZING CITY CLERK
TO ISSUE TAXICAB PERMITS PURSUANT THERETO; and that ten permits shall be
issued.
AMENDMENT TO MOTION: Councilman Claire, with the consent of his second,
added that the applicant is also required to obtain a local telephone
number immediately upon the commencement of operation in the City.
Reg.Mtg.
12/5/83
Page 3
MINUTE BOOK NO. 44
Page No. 296
