PUBLIC HEARINGS (continued)

Item No.1 (continued)

Sharon Hom, 3320 Melendy Drive, San Carlos, presented a petition signed by San
Carlos residents urging that the present zoning of South Shores be retained and
opposing the development. Miss Hom objected as a taxpayer to the cost of
improving and maintaining highways for the Redwood City project.

Jay White, Chairman, County of San Mateo Aviation Committee, said his organization
supports and promotes aviation in a manner consistent with the public interest.
Mr. White used a slide projection to illustrate traffic patterns at San Carlos
airport and stated that an avigation easement granted to the airport would cause
members to support the proposed development who might otherwise oppose it.

Lennie Roberts, Vice President, Committee for Green Foothills, referred to a
statement dated May 3, 1982 urging Council to deny the requested General Plan
Amendment, reading reasons for the CGF opposition. (Statement is on file in the
City Clerk Department).

Howard Wilshire, President, Committee for Green Foothills, professional geologist,
suggested the South Shores development would create a social problem by exposing
those living and working there to natural hazards. Mr. Wilshire called attention
to recent Bay Area storm damage in the past severe winter and the effect of
earthquakes on bay mud. It was pointed out that no storm damage occured in
Redwood Shores, unlike other areas of the Peninsula. Mr. Wilshire urged that the
area remain undeveloped.

Joseph Stevenson, 3334 Brittan, Builders Association for San Francisco and San
Mateo Counties, 2121 South EI Camino Real, San Mateo, said that South Shores is
needed for both the industry and housing it will provide for the area. Mr.
Stevenson urged Council to act favorably to allow the development.

Larry Aikens, 859 Seminole, Picture People owner, and President of the Chamber of
Commerce of Redwood City and San Mateo County, reported the Board of Directors
unanimously endorsed the South Shores Plan as representing the kind of sensible
economic growth essential to the City. Mr. Aikens said he believes the Redwood
Shores development is an asset to the area and that South Shores can be expected
to be an asset also.

Robert Schoen, 3015 Bayshore, said he supports the South Shores development,
noting the opportunities for jobs and housing to be provided and commending the
developer for the foresight and courage required to propose and follow through on
such a plan. Mr. Schoen suggested traffic solutions will come as the project is
developed.

Al Davies, 1101 EI Camino Real, suggested people should be encouraged to use land
for a development which creates industries and homes. Mr. Davies said he expects
the taxes to government which will come out of South Shores will be helpful.

Robert Echols, Barton-Aschman, 4320 Stevens Creek, San Jose, traffic consultant
firm for South Shores, Inc., referred to the engineer's consulting report of May
3, 1982 to Gene Masciarelli, South Shores, Inc., in response to comments made at
the April 26 public hearing relating to traffic issues (filed by Donald G. Warren,
President of South Shores, Inc. with the City Clerk Department). Mr. Echols said
the majority of the opposition based on traffic considerations seemed to be
generated by the belief that all "worst case" conditions would occur, but that
measures are contemplated to reduce that likelihood.

Kathleen Mahany, 1026 Vera, representing the League of Women Voters of San Mateo
County, read from the City's General Plan regarding standards for conservation.
Mrs. Mahany urged that if the development is approved that housing for low and
moderate income people be included. She reported that the League supports only
housing development of the Pond A-12 area, stating it is necessary to meet the
needs of people and bay wildlife.

Reg.
