<br />PUBLIC HEARINGS (continued) <br /> <br />Item No.1 (continued) <br /> <br />Tom Bazan, 875 Beech Street #7, said he supports the South Shores development, <br />suggesting it will provide greater access to the bay for more people than at <br />present. Mr. Bazan suggested the production of automobiles is declining and <br />traffic flow may decline. Mr. Bazan said he believes South Shores will be a <br />quality development offering needed jobs and homes. ' <br /> <br />Wendy Miller, Save San Francisco Bay Association, suggested the .environmental and <br />economic costs of the project are too great and urged Council to deny it. <br /> <br />John Murphy, 421 Luff Lane, observed that the Environmental Impact Report (EIR) <br />for South Shores was determined to be adequate and sufficient by the Planning <br />Commission and that the development was contemplated some 20 years ago on a larger <br />scale. Mr. Murphy said Mobil (South Shores, Inc.) has already responded <br />posit ively with regard to both "affordable" housing and wildlife by dona ting about <br />half of its land. He urged that the amendment to the General Plan be approved <br />with satisfactory resolution of the facilities fee plan and an avigation easement <br />granted to San Carlos Airport. <br /> <br />John J. Murray, 568 Sea Horse Lane, commented concerning Bartle Wells Report <br />construction projections for the subject property and what has been built and <br />expressed concern that a future city council might be willing to use bonds to <br />cover capital improvements rather than the facilities charges prepared for Redwood <br />Shores and proposed for South Shores. Mr. Murray urged Council to "deauthorize" <br />issuance of bonds. <br /> <br />Claire Feder, 167 Almendral, Atherton, commented concerning the estimated costs of <br />highway improvements to accommodate development at South Shores, noting that Mobil <br />is purported to be the second largest corporation in the United States and <br />suggesting Mobil has no interest in the community. <br /> <br />Mayor Stangel said those who had already spoken on April 26 and wished to speak <br />again would be limited to two minutes. <br /> <br />Donald R. Peterson, 788 Castle Hill Road, commented on the natural flushing action <br />of the bay, stating South Shores is the only open marsh remaining on the bay and <br />that development will interfere with wildlife. <br /> <br />Donna Kirsacko, 601 Middle Road, Belmont, presented a species list of marsh birds <br />at Bair IslandlSouth Shores, noting some species will be reduced or even <br />eliminated if there is a habitat loss. (List is on file.) <br /> <br />John Wade, 171 Birch, responded to the remarks of Traffic Consultant Robert Echols <br />(above), suggesting Mr. Echols is too optimistic about the traffic problems which <br />would be created by the development. <br /> <br />Mayor Stangel offered ten minutes each to the representatives of South Shores, <br />Inc. and Friends of Redwood City (FORC), in reverse of the order in which they <br />spoke previously. <br /> <br />Ralph Nobles, 3720 Country Club Drive, FORC, asked Council members to provide <br />reasons for their vote on the subject matter at the time they do so other than the <br />need for jobs and housing. Mr. Nobles inquired as to buildout and suggested the <br />development is only possible with extreme, expensive traffic mitigation measures, <br />stating the Barton Aschman projections are too optimistic. He questioned whether <br />the development would be economically healthy, stating other projects might be <br />less disruptive to the last remaining baylands and suggesting Mobil might use the <br />site for oil exploration. Mr. Nobles conjectured as to whether Council will be <br />able to control development by monitoring each stage and said South Shores will <br />have an adverse impact on the majority of the community. Mr. Nobles reported <br />there is considerable opposition to the development.
