<br />PUBLIC HEARINGS (continued) <br /> <br />Item No.1 (continued) <br /> <br />Mayor Stangel pointed out that equal time has been granted to every speaker with <br />longer presentations permitted by the developer and the representative of FORC. <br /> <br />Councilman Biagi pointed out for the record that testimony is for the purpose of <br />informing Council and that Council members have the right to ask questions of <br />speakers regarding their statements or expertise. <br /> <br />Mr. Nobles then urged Council not to make a decision on the proposed amendment to <br />the General Plan but to submit the question to the voters. <br /> <br />Donald G. Warren, President, South Shores, Inc., 350 Marine World Parkway, <br />requested that the record show he compliments the City Council, the Planning <br />Commission and the City staff for their fairness, understanding and patience in <br />connection 'with the hearings. He urged that a variety of balances be maintained <br />with regard to people, jobs, housing and the environment. Using a projection of <br />the 1973-0riginal Developer Purchase, Mr. Warren commented on uses of the land. <br />He called attention to the Bair Island area which was a nesting area as a result <br />of spoils deposits from the Port, stating the 800 acres were given for a wildlife <br />refuge by Mobil with no tradeoff. He pointed out that South Shores was part of a <br />proposed development for 100,000 people when it was acquired and now only 30,000 <br />are proposed with the intent of meeting demands of society for jobs, homes and <br />recreation, and observing that a plan is essential, although no development is <br />expected for five years. Mr. Warren acknowledged that, at first, in the South <br />Shores development, there will be an imbalance in favor of jobs over houses but <br />stated that at the same time buildout of homes will be taking place in Redwood <br />Shores, thereby increasing the housing stock. He reported South Shores supports <br />the San Carlos airport, and the plan is compatible with airport use, noting that <br />houses have been suggested for Pond A-12 but would not be compatible with the <br />airport. He pointed out that Bair Island is not being developed and that it will <br />be separa ted from South Shore s by some 200 feet of tidal wa terway which is <br />adequate protection. Mr. Warren noted that the Association of Bay Area <br />Governments (ABAG) has called the land "infill", being suitable for development, <br />and suggested that it is expected that many workers would live in the same area <br />and not have to travel to jobs. With regard to funding arrangements for public <br />improvements, he said it is not legally possible to include South Shores in the <br />development agreement, but it is their intention if it becomes a real project, to <br />expand the agreement to include it. Mr. Warren urged Council to uphold the <br />Planning Commission recommendation and approve the proposed amendment to the <br />General Plan. <br /> <br />Discussion followed and Mr. Warren responded to questions and commented concerning <br />phasing of housing development; continued development of the Redwood Peninsula; <br />the commitment to San Carlos airport; and the lack of decision from various <br />government agencies regarding an area for which Mobil has no plans. <br /> <br />Ralph Nobles (see above) stated for the record that he apologizes for his remarks <br />regarding fairness, stating that others in FORC believe otherwise, and perhaps he <br />misinterpreted the questioning. <br /> <br />Mayor Stangel invited anyone else present who wished to speak to do so. <br />wished to speak. <br /> <br />No one <br /> <br />MIS: BritschgilBiagi, to close the public hearing. <br />Carried unanimously by voice vote and public hearing closed at 9: 30 p.m. <br /> <br />(Council recessed from 9: 15 to 9:30 p.m.) <br /> <br />Reg.Mtg. <br />5/3/82 <br />Page 4 <br /> <br />--, <br />
