<br />ART ICLE 47 <br /> <br />PLAN LINES <br /> <br />SECTION 47.1 Plan Lines. For the purpose of insuring the <br />orderly and harmonious development of the City, the Commission <br />may, or on direction of the Council shall, initiate proceedings <br />to establish (a) the location of proposed public rights of way <br />and easements of all types, including rights of way for pedestrian <br />traffic, water craft and air craft, or (b) the location of other <br />proposed public improvements including parks, recreation areas, <br />reservoir sites, parking lots, fire stations, schools, and sewage <br />treatment plants. Such locations shall be established by the <br />procedure set forth in this article and shall be known as <br />"Official plan Lines of the City of Redwood City." <br /> <br />SECTION 47.2 Commission Hearing. Proceedings for the <br />adoption of plan lines shall be initiated by motion of the Com- <br />mission setting a public hearing òn a preliminary plan line map, <br />a copy of which shall be maintained on file in the Planning <br />Department. The preliminary map shall show the proposed route, <br />width and termini of the proposed rights of way or the exterior <br />boundaries of any areas required for a proposed public improvement <br />and shall indicate all parcels appearing as separate parcels on <br />the last equalized assessment roll on which City taxes are col- <br />lected of which any portion will lie within the proposed plan <br />lines, provided that portions of any parcel lying more than 200 <br />feet from the proposed plan line area need not be shown. <br /> <br />SECTION 47.3 Notices. Notice of the time and place of <br />public hearing shall be given at least ten days prior to the <br />time of hearing to the owners of all property which is included <br />within the boundaries of the plan line area and to the owners <br />of any property abutting or contiguous to a plan line area boundary. <br /> <br />Notice shall be given by deposit, postage prepaid, in the <br />united States mail to the property owners as said owners appear <br />on the last assessment roll used for the collection of City taxes. <br />The failure of any property owner to receive a notice actually <br />deposited in the united States mail shall not affect the validity <br />of the hearing. <br /> <br />SECTION 47.4 commission 'Action. (a) If, at the conclusion <br />of the public hearing, the Commission finds that establishment of <br />the proposed plan lines is not in the public interest, the Com- <br />mission shall, by motion, terminate proceedings unless proceedings <br />were initiated on direction of the Council. If proceedings were <br />initiated at the direction of the Council, the Commission shall, <br />by motion, recommend tothe Council that the proposed plan lines <br />not be adopted. <br /> <br />(b) If, at the conclusion of the public hearing, the Com- <br />mission finds that the establishment of the proposed plan lines <br />would be in the public interest, the Commission shall, by motion, <br />recommend to the Council the adoption of the proposed plan lines <br /> <br />85 <br />
