(a) At the conclusion of the public hearing, the Council shall take action as follows: (I) Terminate proceedings if it finds that the proposed plan lines are not in the public interest. (2) Adopt the proposed plan lines by resolution if it finds they are in the public interest. (3) Refer the proposed plan lines back to the Commission if the Council finds that modification is necessary or desirable prior to adoption. (b) In the event the Council determines that a modification should be made, the Commission shall, by motion, make its recommendation on the proposed modification within 90 days. No public hearing need be held on the proposed modification by the Commission. Failure to make a recommendation within 90 days shall be deemed to be approval of the modification. On receipt of the Commission's recommendation, the Council shall hold a final hearing in accordance with Section 47.6, at the conclusion of which the Council may adopt the plan lines with or without either the modification proposed by the Council or any alternate modification recommended by the Commission. SECTION 47.8 Modification. No modification shall be made by either the Councilor the Commission which would alter the location of the proposed right of way so as to include any parcel not affected by the plan lines indicated on the preliminary map upon which the Commission hearing was set, unless the written consent of the owners of any additional parcel to be included is filed with the City Clerk prior to the termination of the initial Council hearing. SECTION 47.9 Recordation. The City Clerk shall cause all plan lines to be recorded in the office of the Recorder of San Mateo County within ten days after their adoption. Copies shall be furnished to the Building, Engineering, and Planning Departments. SECTION 47.l0 Plan Line Files. The Planning Department shall maintain a file of all official plan lines of-the City of Redwood City and shall make such files available for inspection by any interested party. SECTION 47.11 Effect of Adoption. (a) Subsequent to the adoption of plan lines establishing a proposed right of way or location of a proposed public improvement, the Building Inspector shall not issue any permit for, and no building or structure shall be erected, placed, altered or reconstructed within the plan line area, except the following: (l) Ornamental or agricultural planting.
