<br />delineation of the alternatives will be completed. This work will be incorporated into the Natural <br />Environment Study Report (NESR). The biological field studies will focus most heavily on <br />wildlife and/or botanical issues. <br /> <br />Existing Infonnation from the previous environmental documentation and follow-up record <br />searches at the California Natural Diversity Data Base will be assessed for plant and animal <br />species of special concern that might occur at or near the project site. All methods and results <br />from the above activities will be documented in the Natural Environment Study Report (NESR). <br />In compliance with Caltrans District 5 requirements and any recommendations for mitigation, <br />will be provided in a separate transmittal. <br /> <br />.:. Archaeological & Historical Resources. Consultant's cultural resource management staff <br />will pursue the archaeological and historical resources inventory, and evaluation for this <br />project in compliance with Section 106 guidelines (as stated in Caltrans Guidance for <br />Consultants: Procedures for the Protection of Historic Properties - Section 106 Processes <br />[issued by Caltrans in 1995] and CEQA (Appendix K). Initially, PAR will coordinate with <br />the City . <br /> <br />Consultant's cultural staff will systematically examine the portions of the APE that have not <br />been previously surveyed, and will confinn boundaries of previously recorded archaeological <br />and historical properties in order to accurately plot them onto the project maps and APE <br />map. The purpose of conducting additional inventory within the project is to locate, identify, <br />and record all cultural resources and historic structures within the project <br /> <br />Consultant will prepare an ASR that includes a description of the project, methods, cultural and <br />natural setting, findings, preliminary evaluation of significance, and mitigation and management <br />options. PAR will also complete an HPSR in compliance with Caltrans regulations. All site <br />records will be attached to the ASR. This scope assumes negative findings. <br /> <br />.:. VISual Impact Analysis. Consultant will describe the visual resources and conditions of the <br />existing landscaping flanking the proposed improvements on the two segments, and will assess <br />the change of the viewer's perceptions of modifying the Interchange structures and landscaping <br />elements. The visual study will follow Federal Highway Administration methodology as <br />described in the Visual Impact Assessment for Highway Projects, March 1995. Up to three (3) <br />key views will be identified for each alternative including; three (3) "before" photographs and (3) <br />"After" photograph simulations, which will be prepared. Proposed mitigation measures will be <br />, submitted in separate letterfonn. <br /> <br />.:. Socioeconomic Analysis. For the proposed highway improvements a socioeconomic analysis <br />will be conducted in accordance with the instructions contained in Guidance for Socioeconomic <br />Analysis by Caltrans Environmental Branches and in the Executive Order on Federal Actions to <br />Address Environmental Justice in Minority Populations and Low Income Populations, February <br />1994.
