3. Coordinate with the Regional Board for approval of the SWPPP. 4.10 City-Owned. Prepare plans for the relocation of city-owned utilities as required by this project. These utilities include storm drainage system, sanitary sewer system and water distribution system. 4.11 Utility and Agency Coordination. Throughout the design phase, provide utility and agency coordination. This work shall include issuance of notice to owners, coordination for potholing and verification, preparation of high risk utility certifications, assisting the City with utility agreements, issuance of final Notice to Owners to Relocate, inclusion of utility designs with PS&E, incorporating utility and agency requirements in the PS&E and final right-of-way certification. 4.12 Plan Preparation. Plans shall be prepared and submitted at the 35%, 65%, 95%, and 100% stages. The purpose of this phased approach is to provide a sufficient level of plan development for meaningful reviews, but not provide excessive detailed design that may have to be revised for subsequent submittals. Following is a description of the contents of each submittal: 35% SubmittaL Line drawings of all major plan sheets shall be prepared, based on the approved Geometric Approval Drawings. The line drawing is defined to include base mapping, all major line work, minimal notes, and details, as necessary, to explain design intent. Prepare title sheet .. This submittal is defined as the 100% design completed, but unchecked. All elements of the plans shall be included in this stage. This submittal, based on MTCO definition of the 65%, will allow Caltrans full circulation and review. The project will be circulated to the Permit Division for first review. A complete set of project specifications will be developed for this submittal.
