A. Purposes and Functions of the Aqency: (1) To take an active interest in the issues and concerns arisinq out of increased demand and potential deficiency in supoly of water in the San Francisco Bay Area. (2) To investigate and study such matters and to formulate and disseminate factual and supplemental data in connection with sources of and charges for water in order to provide members and their residents with information about dependable supplies of water at reasonable rates. (3) To investigate or initiate legislative consideration and actions at the state, federal, or local level, which bear on, relate to, or control the preservation or enlaroement of the San Francisco Bay Area water supply, or including a secondary source or sources of supply and, if advisable, express opinions in connection therewith. (4) To cooperate with its members and other persons, firms, corporations, municipalities, districts and other agencies, bot~ public and private, interested in or affected by such matters and the resolution thereof in any and all issues relatinq thereto. (5) To assist its members by coordinatinq with appropriate responsible aqencies such as the San Francisco Bay Area Water Users in technical matters such as the prenaration and revision of long range plans and programs of an agency wide nature. (6) Such other functions relating to water, but not including retail distribution, as the Directors shall deem ap- propriate, subject to approval of members as provided herein. B. Definitions: (1) AQencv: ThJ Ba.¥ Area Water Agency joint powers agency as ~shed herein. Board of Directors: The Board of Directors of the AQency shall be the governing body of the Agency and shall consist of one representative of each of the parties siqnatory hereto. - 2 -
