EXHIBIT C - (continued) <br /> <br /> DAVIS BACON WAGE COMPLIANCE S~RVICES <br /> <br />1. Two Levels of Service: Payroll Disbursement or Payroll <br /> kudit. <br /> <br /> Upon Agency request, Lender or its agent (the ,,Compliance <br /> Agent") agrees to conduct Davis Bacon Wage Compliance <br /> Services on .behalf of Agency to assist Agency in assuring <br /> compliance with Title I Housing and Community Development <br /> Act of 1974. Agency may request one of two levels of <br /> service: (I) Payroll Disbursement Service or (II) Payroll <br /> Auditing Service. The obligations of the Compliance Agent <br /> for each level of service are set forth below. The <br /> following obligations shall apply to either level of service <br /> unless otherwise stated. <br /> <br />2. Pre-Bid/Bid Procedures. <br /> Upon request, the Compliance Agent shall provide the Agency <br /> with wage compliance procedure guidelines, current Federal <br /> wage decisions, and~or State Prevaili~. Wage Rates for <br /> inclusion in pre-bid information and/or DlU requests. <br /> <br /> 3. Preconstruction Phase. <br /> <br /> a. Following bid award, Agency will notify the Compliance <br /> Agent in writing of the following: <br /> <br /> i. names and addresses of general contractor and all <br /> subcontractors <br /> ii. appropriate wage rates <br /> iii. requested date of Preconstruction Conference <br /> iv. approximate date of construction start <br /> b. Upon receipt of above information, the Compliance Agent <br /> will forward a Project Startup Package to each <br /> contractor identified. The package includes <br /> procedural guidelines and provides forms that are <br /> required to be submitted to the Compliance Agent at the <br /> Preconstruction Conference. <br /> c. The Compliance Agent shall prepare the Project Labor <br /> Standards Enforcement File and shall maintain it for <br /> the duration of the project. <br /> <br /> d. The Compliance Agent shall conduct, with an Agency <br /> representative in attendance, a Preconstruction <br /> Conference.
