C. Amendment No. 2 to the Courthouse Plaza Design Agreement with Freedman <br />Tung & Bottomley (FTB) authorizing the preparation of construction drawings and <br />construction support services for the Courthouse Plaza. — City Council and <br />Redevelopment Agency <br />Joel Patterson, stated that it is anticipated the drawings would be complete by <br />December 1, 2005. <br />Public Comment. <br />Tamara Piulle asked that not too many palm trees be used in the design, <br />perhaps strategically placed on Broadway but not on the plaza itself. She stated <br />that broadleaf trees produce more oxygen because of the leaf surface. As the <br />palm tree grows taller and the lower fronds are cut off, it does not produce the <br />shadow you want where your want it. The broadleaf trees have the canopy right <br />where the people sit. She further stated that maintenance of palms requires extra <br />heavy equipment to come on to the plaza requiring the need for heavy load <br />bearing paving of the plaza which will increase the cost. Palms require more <br />maintenance and they shelter rats. <br />Recommendation: <br />M/S Foust/Howard to approve Amendment No. 2 to the Courthouse Plaza <br />Design Agreement with FTB in the amount of $783,047 to prepare construction <br />drawings and provide construction services for the Courthouse Plaza and <br />authorize the Redevelopment Manager to execute the amendment to the <br />agreement.
