<br />City of Redwood City Tn <br /> <br />Mitigation Fee Study-Phase II <br />Proposal-January 11,1999 <br /> <br />Preliminary Schedule <br /> <br />The Fehr & Peers Associates' team is sensitive to the timeline set forth in the Request for Proposals. <br />The team strongly believes that we can complete the study in about a three-month schedule. Weare <br />committed to the necessary amount of time in February, March and April to complete the study. <br />While the technical aspects of the fee study are completely within our control, there is the potential <br />for controversy that could lengthen the adoption schedule. Fortunately, the team has successfully <br />navigated through mitigation fee controversy in other communities and can focus the City Council <br />and development community on the most important aspects of the ordinance to expedite adoption. <br />Key milestones in our schedule result in progressive documents and stakeholder workshops to ensure <br />"buy-in" throughout the process. <br /> <br />II. SCOPE OF SERVICES <br /> <br />General Approach to Traffic Analysis and Fee Formulation <br /> <br />This section outlines the Fehr & Peers Associates team's approach to the City of Redwood City <br />Traffic Mitigation Fee. The purpose of the Traffic Mitigation Fee Study is to perform the necessary <br />technical analyses and develop policy to: <br /> <br />. Support recent changes and clarifications in the law affecting traffic mitigation and related fees <br />and ensure consistency with the requirements of GC 66000 <br />. Establish and lead two stakeholder meetings to ensure buy-in ofthe program <br />. Develop land use growth and traffic projections for Redwood City <br />. Forecast traffic impacts and capital improvements needed to mitigate growth <br />. Coordinate citywide improvement needs and funding with those of the region <br />. Estimate capital improvement costs, sources of funds, and required proceeds of the fee <br />. Develop the nexus-based formulae for allocating costs to individual land use types <br />. Focus on improvements that provide citywide benefit, evaluate justification for adopting a <br />uniform citywide vs. zone based fee, and keeping the distinction between City fees and regional <br />or county fees. <br /> <br />One of the first tasks in developing Redwood City's fee program is assist the City in establishing <br />the policies that will define the use and extent of the fee. These policies are a key element in the <br />political and technical acceptance of the fee. Policies can establish a single citywide fee or specific <br />fees for special improvement districts, the type and extent of land uses or redevelopment subject to <br />the fee, the level of funding which will be allocated to fees versus regional or other sources, and fee <br />caps or any subsidies the City will contribute to various types of improvements. The technical <br />analysis will identify existing deficiencies, determine future deficits, develop feasible mitigation <br />measures, estimate capital costs, allocate costs to the fee and other sources, develop a sound and <br />defendable mechanism to allocate costs to various types of land use, and validate and document <br />compliance with GC 66000. <br /> <br />Our approach is to establish a baseline condition, identify existing deficiencies, analyze land use <br />assumptions, traffic analysis and mitigation, and calculate the fee for various land use categories. <br />Concurrent with the land use, traffic analysis and mitigation, we will engage in discussions with the <br /> <br />Page 3 <br /> <br />Fehr & Peers Associates, Inc. <br /> <br />""'----"'---r"""'" "0' '-"""" <br />
