<br />City of Redwood City Trc <br /> <br />Mitigation Fee Study-Phase II <br />Proposal-January 11,1999 <br /> <br />City about recent legal history and state-of-the-practice methodologies to assure that the City is <br />comfortable with the legal defensibility of the fee system. <br /> <br />General Approach to Preliminary Engineering and Cost Estimating <br /> <br />The general approach to base mapping, preliminary drawings and order of magnitude cost estimates <br />for the anticipated traffic mitigation projects is to work interactively between the team and City staff. <br />Mark Thomas & Co. will develop preliminary plans based on improvements identified in the study. <br />The team will prepare concept plans of the 1raffic improvements, taking into consideration available <br />right of way, potential environmental concerns and impacts to existing facilities such as utilities and <br />public improvements. Our proposed methodology for cost estimating is based on the method <br />developed by the Alameda County Transportation Authority (ACT A) cost estimating guide. The <br />development of the concepts and alternatives will be an interactive process that will focus on the <br />following: <br /> <br />. <br /> <br />Viable projects within the existing right of way. <br />Sensitivity to community awareness and community needs. <br />Design for trucks in industrial and commercial areas. <br />Maintaining close coordination between the project team and City staff, and potentially with <br />other agencies as necessary. <br />Designs that consider funding and construction phasing. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Detailed Work Program <br /> <br />Below is the scope of work for Phase II of the fee. Some of tasks are outlined broadly, since the <br />tasks involve decisions and options to be selected by the City. Some aspects of the initial tasks have <br />been completed as part of Phase I of the study. The rust task will be to meet with the City and refine <br />and detail each and every task and produce a refined scope of work as the first deliverable. <br /> <br />Task I. Mobilization/Refine Scope <br /> <br />1.1 Kick-Off Meeting <br /> <br />Key personnel on the team will attend a kick-off meeting.
